\nJob Purpose
\nTo undertake all activities associated with operational procurements i.e. procurement of goods, works and services in accordance with Public Procurement Act and Regulations as well as Bank\u2019s procurement policies and guidelines.

\nMain Accountabilities<\/p>\n
Implement the annual procurement plans to ensure efficient and timely procurement.<\/p>\n
Prepare procurement plans for each individual procurement requirement in line with the annual procurement plan.<\/p>\n
Implement and update the individual procurement plans at regular intervals to ensure efficient and timely procurement.<\/p>\n
Continuously research the market in order to keep abreast of development of new products and services on the market and ensure supplier shortlists are based on analysis of \u00a0markets.<\/p>\n
Assist with the development of specifications and Terms of Reference based on end user requirement.<\/p>\n
Manage all the procurement processes including document preparation, participating in tender meetings and preparing evaluation reports to support decision making.<\/p>\n
Prepare and issue Purchase Orders\/ and Amendments, ensuring that all specifications, terms and conditions are according to Bank\u2019s requirements\/standard.<\/p>\n
Reduce or eliminate mis-procurements by observing all the provisions of the Zambia Public Procurement Authority Act.<\/p>\n
Review with supervisor on a weekly basis, the status of all assigned operational procurements to ensure that these are in line with planned activities and take necessary \u00a0corrective action as needed.<\/p>\n
Participate in the preparation of regular procurement performance reports to Management.<\/p>\n
Draft for review by superior, procurement compliance reports and Procurement Committee minutes to the Zambia Public Procurement Authority.<\/p>\n
Maintain updated electronic procurement documents records as part of record management.<\/p>\n
Qualifications and Experience<\/p>\n
Diploma in Purchasing and Supply<\/p>\n
Two (2) years\u2019 relevant experience<\/p>\n
Grade 12 School Certificate with a minimum of five (5) \u2018O\u2019 Levels (Credit or better)<\/p>\n
Registered and licensed member of the Zambia Institute of Purchasing and Supply (ZIPS)<\/p>\n
Key Knowledge and Attributes<\/p>\n
Knowledge in public procurement management and supply chain management<\/p>\n
Procurement regulations, policies, procedures and best practices<\/p>\n
Computer Skills<\/p>\n
Problem Solving Skills<\/p>\n
Excellent interpersonal and organizational skills<\/p>\n
Good analytical and negotiating skills<\/p>\n
Resourcefulness, initiative, maturity of judgment<\/p>\n
Ability to establish priorities and to plan and monitor own work plan<\/p>\n
