Additionally, they lead staff training initiatives to align development programs with organizational goals. Upholding professionalism and confidentiality, the officer ensures compliance with MBHS policies while fostering a supportive work environment.<br \/>\nEducational Requirements<\/p>\n<p>University Degree in Human Resource Management \/Public Administration\/ Business Administration or any related social science.<br \/>\nMust be registered with the Zambian Institute of Human Resource Management (ZIHRM) and maintain a valid\u00a0 practicing license.<\/p>\n<p>Key Accountabilities<\/p>\n<p>Ensure that MBHS standard operating policies and procedures related to Human Resources are read, understood and signed for compliance.<br \/>\nDemonstrate ability to work competently within the HR team and assist the HR manager with day to day HR tasks and responsibilities.<br \/>\nBe a point of contact on all human resource management related issues at the site.<br \/>\nMust have detailed and working knowledge of the provisions of Zambian Labour Laws; internal and external industrial environment; best practice Human Resources policies, processes and strategies.<br \/>\nTreat all staff, clients and visitors in a courteous and respectful manner and demonstrate good customer service at all times.<br \/>\nUnconditional acceptance of the Mary Begg confidentiality agreement regarding patient\/client information, staff information and all matters relating to Mary Begg business.\u00a0Failure to comply will result in disciplinary action and\/or dismissal from post. This duty lasts indefinitely and continues if you are no longer employed by Mary Begg.<\/p>\n<p>\u00a0<br \/>\nKey Responsibilities \u2013 HR Duties<br \/>\nReporting into the Senior Human Resource Officer, this role will be responsible for:<\/p>\n<p>Advise on HR policies, disciplinary and grievance procedures.<br \/>\nProvide expert guidance on HR policies, ensuring compliance with labor laws and company standards.<br \/>\nSupport management and employees in resolving workplace conflicts through structured grievance and disciplinary procedures.<br \/>\nMaintain accurate staff files including contracts, JDs, leave, benefits, and licensure.<br \/>\nEnsure up-to-date and compliant record-keeping of employee documentation, including signed contracts and valid professional licenses.<br \/>\nRegularly audit files to meet regulatory and company standards.<br \/>\nSupport recruitment, onboarding, and staff orientation.<br \/>\nAssist in drafting job descriptions, posting vacancies, screening applicants, and scheduling interviews.<br \/>\nDevelop and implement onboarding plans to familiarize new hires with MBHS policies, culture, and expectations.<br \/>\nProcess and update HR databases (Locum tracker, expat tracker, staff contracts).<br \/>\nMaintain accurate and up-to-date HR databases to track employee records, contracts, and expatriate work permits.<br \/>\nEnsure digital and physical records are synchronized and regularly updated.<br \/>\nMonitor sickness, absenteeism, leave, and appraisals.<br \/>\nTrack employee leave balances, ensuring compliance with company policy and labor laws.<br \/>\nMaintain accurate records of employee performance appraisals and follow up on feedback implementation.<br \/>\nCoordinate staff benefits and awards.<br \/>\nManage employee recognition programs by ensuring timely distribution of benefits and awards.<br \/>\nLiaise with finance and procurement teams to process benefits efficiently.<br \/>\nLiaise with regulatory bodies (HPCZ, NMCZ, ZAQA, ECZ, ZIHRM).<br \/>\nAct as a point of contact between MBHS and regulatory bodies to ensure compliance with professional registration and accreditation requirements.<br \/>\nFacilitate licensing renewals and maintain proper documentation.<br \/>\nOrganize team-building and staff welfare events.<br \/>\nPlan and execute employee engagement activities that boost morale, teamwork, and overall job satisfaction.<br \/>\nCoordinate logistics, budgeting, and scheduling for team-building initiatives.<br \/>\nSupport disciplinary hearings and terminations.<br \/>\nProvide HR support in disciplinary processes, ensuring adherence to company policies and legal frameworks.<br \/>\nDocument proceedings and ensure fair and consistent enforcement of disciplinary actions.<\/p>\n<p>Training<br \/>\n1. Training Needs Analysis<\/p>\n<p>Assist in conducting surveys and collecting data to identify training requirements (needs assessments),\u00a0identifying skills gaps\u00a0based on\u00a0performance reviews,\u00a0projected production processes, and organizational changes in\u00a0consultation with department heads.<br \/>\nSupport the assessment of employees\u2019 skills, performance, and productivity to highlight areas needing improvement through<br \/>\ntargeted training programs to address identified needs.<\/p>\n<p>2. Technical and Personal Development Training<\/p>\n<p>Facilitate the coordination of ongoing technical and personal development training sessions for staff.<br \/>\nAssist in scheduling and logistics for training sessions.<br \/>\nOrganize training sessions, ensuring smooth execution by handling bookings, materials and instructor requirements.<br \/>\nFacilitate travel arrangements and payments for employees attending external trainings, workshops and conferences.<br \/>\nOrganise Continuing Medical Education (CMEs) sessions across all MBHS locations and ensure that it is within the allocated budget.<br \/>\nEnsure healthcare professionals receive ongoing education by scheduling CME sessions.<br \/>\nWork with various medical experts to develop relevant content.<\/p>\n<p>4. Training Program Enhancement<\/p>\n<p>Support the review and analysis of training programs.<br \/>\nProvide input and feedback on improvements and new initiatives.<\/p>\n<p>5. Training Program Planning<\/p>\n<p>Assist in planning and organizing training and staff development programs, including on-the-job training, meetings, conferences, and workshops.<br \/>\nEnsure proper documentation and scheduling of programs.<br \/>\nEvaluate training effectiveness and issue completion certificates.<br \/>\nCollect feedback from trainees and measure training impact on performance.<br \/>\nIssue certificates to employees upon successful completion of courses.<\/p>\n<p>6. Trainer Mobilization<\/p>\n<p>Identify, liaise with and vet trainers and training vendors.<br \/>\nHelp coordinate the selection and oversight of internal and external training partners.<br \/>\nFacilitate communication between trainers and the organization.<br \/>\nEvaluate training providers to ensure quality and cost effectiveness.<br \/>\nMaintain a database of approved vendors and trainers.<\/p>\n<p>7. Performance Evaluation and Training Program Assessment<\/p>\n<p>Support in assessing the performance of trainers and evaluating training program effectiveness.<br \/>\nGather employee feedback and compile reports on training\u00a0outcomes.<br \/>\nDevelop and implement the MBHS annual training strategy.<br \/>\nDesign and execute a training plan aligned with Organizational goals.<br \/>\nEnsure training initiatives enhance employee performance and meet compliance requirements.<\/p>\n<p>8.\u00a0 Employee Wellness and Engagement Initiatives<\/p>\n<p>Help administer employee wellness &amp; engagement surveys.<br \/>\nAssist in implementing strategies to improve employee well-being and satisfaction.<\/p>\n<p>9. Budget Preparation and Management<\/p>\n<p>Aid\u00a0in preparing and\u00a0managing\u00a0annual training budgets in collaboration\u00a0with finance and the Training and Marketing Manager<br \/>\nand relevant departmental heads.<br \/>\nSupport the tracking and efficient management of training resources.<br \/>\nDevelop cost-effective training solutions within budget constraints.<br \/>\nMonitor expenditure and justify budget allocations to senior management.<\/p>\n<p>10. Team Collaboration &amp; Communication<\/p>\n<p>Work as a liaison between the\u00a0Training and Marketing Manager\u00a0and other departments.<br \/>\nMaintain effective communication with team members, trainers, and management.<\/p>\n<p>11. Celebrations and Commemorations<\/p>\n<p>Help in organizing and executing events and activities to celebrate milestones and employee achievements.<\/p>\n<p>12. Technical Resource Management<\/p>\n<p>Assist in managing the technical infrastructure required for training development and delivery.<br \/>\nEnsure training resources and tools are properly maintained and available for use.<\/p>\n<p>13. Stakeholder Engagement<\/p>\n<p>Support engagement with regulatory bodies and key stakeholders such as GNC\/HPCZ, ZMA.<br \/>\nHelp in maintaining compliance with training-related regulations and standards.<\/p>\n<p>14. Sponsorships<\/p>\n<p>Manage training sponsorship and track academic progress<br \/>\nOversee applications for training sponsorships and ensure compliance with agreed upon terms and conditions.<br \/>\nTrack employee progress in academic and certification programs.<\/p>\n<p>Professional<\/p>\n<p>Three years in a Human Resource or related position in a multinational organisation.<br \/>\nDemonstrates effective teamwork with other members of the HR team and staff.<br \/>\nGood communication skills -both written and oral.<br \/>\nService excellence and influencing skills.<br \/>\nTrack record of delivery of learning and development solutions.<br \/>\nEffective coaching.<br \/>\nDemonstrate ability to manage challenging staff in a professional manner.<br \/>\nProficient in MS Office (Word, Outlook and Excel).<\/p>\n<p>Behavioural<\/p>\n<p>Excellent Judgement<br \/>\nCritical thinking<br \/>\nProblem Solving skills<br \/>\nStrong Communication skills<br \/>\nService minded, time management and Quality care minded.<\/p>\n<p>General<\/p>\n<p>Proficient in written and spoken English.<br \/>\nAlways adhere to the MBHS uniform policy and code of conduct.<br \/>\nMay be required to travel to other MBHS facilities as directed by the HR Manager.<br \/>\nMust be honest, trustworthy and act with integrity at all times.<br \/>\nNo consumption of alcohol is allowed whilst on duty.
