About Splash
\nSplash is an international development organization founded in 2007 and headquartered in Seattle, USA. Over the past 18 years, we\u2019ve reached nearly one million children with clean water, sanitation, and hygiene (WASH) programs in cities around the world. Our mission is to ensure children in urban poverty have access to clean water, clean hands, and clean toilets \u2014 so they can learn and thrive with dignity.
\nIn 2019, Splash launched Project WISE (WASH in Schools for Everyone) \u2014 a five-year initiative reaching over 800,000 children across Ethiopia and India. Building on this success, Project WISE II (2025\u20132030) expands our reach to East and Southern Africa, beginning in Zambia, Malawi, and Tanzania.

\nPosition Summary
\nThe Country Director \u2013 Zambia will serve as Splash International\u2019s senior representative in Zambia. This role provides strategic leadership, manages government and partner relationships, and ensures the successful delivery of Project WISE II. You will lead a growing country team and partnerships, ensuring high-quality implementation, accountability, and alignment with both Splash\u2019s global strategy and Zambia\u2019s national priorities.
\nRoles & Responsibilities
\nStrategic Leadership & Oversight<\/p>\n
Provide overall leadership and strategic direction for Splash Zambia.
\nAlign program design and implementation with national priorities and Splash\u2019s global strategy.
\nLead annual planning, budgeting, and reporting.
\nEnsure timelines, quality standards, and impact targets are consistently met.<\/p>\n
Government, Donor & Partner Engagement<\/p>\n
Serve as Splash\u2019s lead representative to the Government of Zambia, ministries, and agencies.
\nBuild and maintain trusted relationships with national and district authorities.
\nCultivate partnerships with donors, implementers, and peer organizations.
\nManage donor engagement, site visits, and transparent communication on progress.
\nConvene and guide project steering committees for alignment and accountability.
\nRepresent Splash in national and regional WASH sector forums.
\nEnsure government financial and operational commitments to sustainability.<\/p>\n
Program Delivery & Quality Assurance<\/p>\n
Oversee implementation of Project WISE II through local partners and subcontractors.
\nEnsure activities meet Splash\u2019s standards and shared goals.
\nMaintain systems for partner performance, quality assurance, and learning.
\nEnsure robust monitoring, evaluation, and reporting for all projects.
\nFoster a culture of data-driven decision-making and continuous improvement.<\/p>\n
Team Management & Development<\/p>\n
Lead and mentor the Zambia team to deliver excellence and innovation.
\nBuild a strong culture rooted in accountability, collaboration, and joy.
\nEnsure compliance with Splash\u2019s global policies and local labor laws.
\nSupport professional development and succession planning for national leadership.<\/p>\n
Operations, Finance & Compliance<\/p>\n
Oversee country operations, resources, and compliance with national regulations.
\nManage budgets and financial systems to ensure fiscal responsibility.
\nOversee partner contracts, procurement, and due diligence.
\nEnsure operational alignment with Splash\u2019s standards for transparency and accountability.<\/p>\n
Qualifications:<\/p>\n
Master\u2019s degree in international development, public administration, education, public health, or related field (or equivalent experience).
\n10+ years of progressive leadership experience in development, government, or education sectors.
\nProven ability to lead multi-million-dollar programs and teams.
\nStrong experience managing partnerships and navigating complex government systems.
\nDemonstrated success in managing donor relationships and compliance.
\nExperience in WASH, education, or public health (preferred).
\nFluent in English; knowledge of local languages is an advantage.
\nExcellent communication, negotiation, and relationship-building skills.
\nZambian nationals or residents are strongly encouraged to apply.<\/p>\n
