SCOPE AND DUTIES FOR MANAGER \u2013 INTERNAL AUDIT
\nThe Manager \u2013 Internal Audit within the Minerals Regulation Commission will perform the following functions to ensure management on the effectiveness of internal controls, governance, and risk management:
\n(a)\u00a0Undertakes effectively the provision of appropriate advice to management and the board on weaknesses in internal control systems in order to facilitate corrective action;(b)\u00a0Supervises timely development and implementation of audit work plans and programmes in order to ensure adherence to audit controls;(c)\u00a0Supervises timely the conduct of special and planned audit assignments in order to provide assurance on internal controls and governance systems;(d)\u00a0Supervises effectively the provision of secretariat services to the Audit and Risk Committee in order to facilitate their operations;(e)\u00a0Supervises effectively the evaluation and review of risk management interventions in order to ensure their adequacy;(f)\u00a0Supervises effectively audit verification in order to determine the existence and value of assets and assess effectiveness and efficiency of internal controls;(g)\u00a0Supervises efficiently the monitoring of the implementation of internal and external audit recommendations in order to confirm management action.<\/p>\n
(h)\u00a0Supervises effectively the review of responses to external audit queries, including Public Accounts Committee queries, in order to ensure provision of appropriate responses;(i)\u00a0Supervises effectively the maintenance of internal audit database in order to facilitate tracking of audit recommendations for informed decision making;(j)\u00a0Supervises effectively the utilization of human, financial, and other resources in the unit in order to facilitate the attainment of objectives; and(k)\u00a0Supervises timely the development of work plans and implementation of the performance management system in order to monitor, evaluate, and enhance performance.<\/p>\n
REQUIRED ACADEMIC AND PROFESSIONAL QUALIFICATIONS
\n(d)\u00a0Grade Twelve (12) School Certificate;(e)\u00a0Degree in Accountancy \/ Internal Auditing, Full ACCA, CIMA, CIA, CA Zambia, or equivalent; and(f)\u00a0Member of IIA Zambia.<\/p>\n
MINIMUM RELEVANT PRE-JOB EXPERIENCE

DESIRED COMPETENCIES
\n(a)\u00a0Thorough knowledge of internal auditing standards, principles, and practices in line with the International Standards for the Professional Practice of Internal Auditing (ISPPIA);(b)\u00a0Strong understanding of risk-based auditing, governance, internal controls, and compliance frameworks within the public sector and regulatory institutions;(c)\u00a0Demonstrated experience in developing, implementing, and monitoring annual audit plans and internal control systems;(d)\u00a0Proficiency in financial and operational audit techniques, forensic auditing, and performance audits;(e)\u00a0Familiarity with relevant financial legislation, including the Public Finance Management Act, Public Procurement Act, and related statutory instruments;(f)\u00a0Competence in identifying, assessing, and mitigating operational and financial risks;(g)\u00a0Proficiency in the use of audit management software and data analytics tools for continuous auditing and monitoring;(h)\u00a0Ability to prepare high-quality audit reports with clear, actionable recommendations;(i)\u00a0Strong leadership skills with the ability to guide and mentor audit teams to achieve institutional audit objectives;(j)\u00a0Excellent planning, organisational, and project management abilities to ensure timely completion of audit assignments;(k)\u00a0Ability to maintain independence, objectivity, and confidentiality in executing audit duties;(l)\u00a0Strong decision-making and analytical thinking skills, particularly in complex or sensitive audit situations; and(m)\u00a0Ability to foster collaboration and constructive engagement with management and external stakeholders.<\/p>\n
