Position Overview<\/p>\n
Pact, a non-profit organization based in Washington, DC, is implementing the Department
\nof State Zambia Integrated Health Activity. The Activity supports Department of States
\nand PEPFAR objectives of 95\/95\/95 and provides service delivery and technical assistance
\nto improve Maternal, Newborn, and Child Health (MNCH) services. Zambia Integrated
\nHealth improves, sustains, and further integrates lifesaving HIV\/AIDS and MNCH services at
\nthe health facility and community levels and ensure that client-centered, high-impact,
\nhigh- quality services are available to all Zambians.

\nPact Zambia\u2019s Procurement Department ensures strong procurement management,
\naccountability, and compliance across all projects and operations. Its core functions include
\nmanaging the entire procurement cycle including workplan and procurement planning,
\nreceipt and actioning of purchase requisitions leading to requests for
\nquotations\/proposals, bid analysis, vendor selection, issuing of purchase orders and receipt
\nof goods and services<\/p>\n
Key Responsibilities<\/p>\n
Under the supervision and guidance of the Senior Procurement Advisor, the Procurement
\nManager \u2019s key responsibilities will include:<\/p>\n
Procurement of goods, services in accordance with Pact Zambia and Department of State
\nrequirements
\nEnsure that the procurement tracker is up to date.
\nReview procurement documents prepared by the Procurement Officer\/Assistant to ensure
\naccuracy and adherence to Pact procurement guidelines.
\nEnsure that procurement files are maintained in accordance with applicable policies and
\nprocedures.
\nIn coordination with Operations Manager and members of the procurement team as
\nappropriate, collaborate with the Finance Manager to ensure all vendor payments are paid
\non time.
\nSupport the ZIH Senior Procurement Advisor to update end users (Requesters) on the
\nprogress of their procurement requests.
\nSupport the ZIH Senior Procurement Advisor to review and track the procurement plan;
\ncommunicate and share procurement updates with the various user departments across
\nprovinces and head office on a regular basis.
\nSupport the ZIH Senior Procurement Advisor to review Purchase Requisitions, Purchase
\norders and contracts, for all ZIH offices.
\nSupervise the procurement officer, assistant and temporary procurement staff in the day-today
\nmanagement and administration of Pact consultant documentation and other
\nprocurement documentation as necessary.
\nEnsure fully signed contracts, contract amendments and any other relevant documentation
\nrelated to the consultants are properly organized and filed on SharePoint.
\nCoordinate with the technical teams to ensure proper documentation of inventory
\nmovement and distribution of commodities and supplies as necessary
\nEnsure that vendors are furnished with the VAT exemption LPO and coordinate the timely
\nretirement and replacement of VAT LPO books across ZIHA Offices.
\nSupervise ZIH Procurement Officer; provide training and coaching where necessary.
\nEnsure that consultant deliverables and invoices are submitted to finance for payment on
\ntime
\nMaintain a comprehensive e-filing system for purchase orders, ZRA LPOs and scanned
\nsummaries, customs documents.<\/p>\n
Basic Requirements<\/p>\n
Bachelor\u2019s degree in Purchasing & Supply or equivalent. A master\u2019s Degree is an added advantage
\nA minimum of five years\u2019 experience, including a minimum of three (3) years\u2019 experience in
\nprocurement management of U.S. assistance or acquisition programs of similar size,
\ncomplexity and setting
\nMust be a member of Zambia Institute of Purchasing and Supply<\/p>\n
Preferred Qualifications<\/p>\n
Demonstrated experience in managing and supervising a team
\nOutstanding interpersonal skills and eager to work in a fast-paced multicultural
\norganization.
\n\u00a0Demonstrated experience supporting and working with program technical staff to ensure
\nefficient utilization of resources.
\nFluent in English, both verbally and in writing.
\nKnowledge of USAID rules and regulations related to contracts and cooperative
\nagreements is an advantage.
\nExperience in clearing and importation of goods and services
\nKnowledge of procurement of consultant services is an advantage.
\nUnderstanding of local contract and procurement law
\nProven attention to details.<\/p>\n
