ZAMBIA EDUCATION PROGRAM COORDINATION UNIT
\nGOVERNMENT OF THE REPUBLIC OF ZAMBIA
\nMINISTRY OF EDUCATION (MOEDU)
\nThe Government of the Republic of Zambia, through the Ministry of Education (MOEDU), is committed to enhancing equitable access to quality education as part of various educational initiatives. In line with this mission, we are excited to announce the implementation of the Enhancing Inclusive Quality Learning (EIQuaL) Project, supported by a $14 Million Education Systems and Capacity Grant from the Global Partnership for Education. This project aims to reduce Learning Poverty Levels across the country.
\nPROJECT GOALS
\na) Ensure learners achieve learning outcome targets by age 10, with equitable results for boys and girls;
\nb) Equip teachers with pedagogical content knowledge, aligned teaching materials, and gender-responsive practices to enhance literacy and numeracy outcomes;
\nc) Utilize data-informed strategies for targeted and timely support, improving service delivery and learning outcomes; and
\nd) Reduce gender inequality in educational access, participation, completion, and outcomes for marginalized boys and girls.
\nPROJECT DURATION
\nThe Enhancing Inclusive Quality Learning (EIQuaL) project is set for a duration of three years, renewable upon satisfactory performance.
\nGRANT MANAGEMENT
\nSave the Children will serve as the Grant Agent, responsible for ensuring compliance, fiduciary oversight, and providing technical support for effective project delivery.
\nThe Ministry of Education is inviting applications from qualified candidates who meet the minimum requirements to fill the following position:
\n11) MONITORING AND EVALUATION (M&E) SPECIALIST x 1
\nReporting Relationship
\nThe Monitoring and Evaluation Specialist (M&E) will report to the Deputy Team Lead \u2013 Technical.
\nScope and Duties
\na) Develop and implement a comprehensive M&E framework aligned to the National M&E and Ministry of Education M&E frameworks;
\nb) Integrate gender- and disability-responsive indicators into M&E tools and systems;
\nc) Design and refine indicators, data collection tools, and reporting templates in line with the National M&E and Ministry of Education M&E frameworks;
\nd) Oversee development of digital data collection tools supporting EMIS and school-level reporting;
\ne) Facilitate learning reviews, midterm and final evaluations, and dissemination of findings;
\nf) Support data use for decision-making at national, provincial, and district levels;
\ng) Promote knowledge sharing and peer learning among stakeholders;
\nh) Strengthen M&E capacity at decentralized levels;
\ni) Lead MEAL sections in donor reports, including annual progress assessments;
\nj) Ensure compliance with GPE reporting requirements and Save the Children MEAL policies; and
\nk) Contribute to safeguarding and SEAH risk monitoring through M&E systems.
\nRequired Academic and Professional Qualifications
\na) Grade twelve (12) School Certificate;
\nb) Bachelor\u2019s Degree in Demography, Public Policy or equivalent; and
\nc) Master\u2019s degree in the relevant field or its equivalent will be an added advantage.
\nMinimum Relevant Pre-Job Experience
\nSeven (7) years\u2019 experience in M&E roles within large-scale education or development programs.
\nDesired Competences
\na) Experience working with government ministries, especially education;
\nb) Experience with GPE-funded or similar multilateral education initiatives; and
\nc) Commitment to inclusive education, gender equality, and child safeguarding.
\nDesirable Personal Attributes
\na) Excellent interpersonal skills and the demonstrated ability to work in a team setting;
\nb) Excellent oral and written communication skills; pro-activeness and creative problem solving; and
\nc) Ability to travel extensively to program locations within Zambia and other locations as needed.
