ZAMBIA EDUCATION PROGRAM COORDINATION UNIT

\nMINISTRY OF EDUCATION (MOEDU)
\nThe Government of the Republic of Zambia, through the Ministry of Education (MOEDU), is committed to enhancing equitable access to quality education as part of various educational initiatives. In line with this mission, we are excited to announce the implementation of the Enhancing Inclusive Quality Learning (EIQuaL) Project, supported by a $14 Million Education Systems and Capacity Grant from the Global Partnership for Education. \nPROJECT GOALS
\na) Ensure learners achieve learning outcome targets by age 10, with equitable results for boys and girls;
\nb) Equip teachers with pedagogical content knowledge, aligned teaching materials, and gender-responsive practices to enhance literacy and numeracy outcomes;
\nc) Utilize data-informed strategies for targeted and timely support, improving service delivery and learning outcomes; and
\nd) Reduce gender inequality in educational access, participation, completion, and outcomes for marginalized boys and girls.
\nPROJECT DURATION
\nThe Enhancing Inclusive Quality Learning (EIQuaL) project is set for a duration of three years, renewable upon satisfactory performance.
\nGRANT MANAGEMENT
\nSave the Children will serve as the Grant Agent, responsible for ensuring compliance, fiduciary oversight, and providing technical support for effective project delivery.
\nThe Ministry of Education is inviting applications from qualified candidates who meet the minimum requirements to fill the following position:
\n5) PROCUREMENT SPECIALIST x 1
\nReporting Relationship
\nThe Procurement Specialist will report to the Deputy Project Coordinator \u2013 Operations.
\nScope and Duties
\na) Implement full compliance with existing Minimum Operating Standards (MOS) for logistics management including recommending remedial action and implementing action plans where standards are not currently met;
\nb) Ensure systems are in place to monitor pipeline and procurement expenditure on a monthly basis and finance monthly payment projections;
\nc) Coordinate all procurements as per approved processes, systems and procedures;
\nd) Lead in the development of Framework Agreements and Contracts;
\ne) Oversee procurement requirements of the program; implement procurement as per approved guidelines, procedures and forms (Purchase Orders, Goods Received Notes);
\nf) Check and monitor the availability and prices of requested items in the local market; liaise with program staff if procurement must be conducted there;
\ng) Manage all tender procurements, coordinate and lead in tender evaluations;
\nh) Ensure that any donor requirements that affect the logistics procedures are notified to staff in time; and
\ni) Verify the adherence of set policies and procedures regarding warehousing, suppliers\u2019 relations and other upcoming required tasks.
\nRequired Academic and Professional Qualifications
\na) Grade twelve (12) School Certificate;
\nb) Degree in Supply Chain\/Procurement\/Logistics or equivalent;
\nc) A professional qualification in procurement e.g. Diploma in Purchasing and Supply Chain Management \/ Chartered Institute of Purchasing & Supply or equivalent will be an added advantage;
\nd) MBA in Supply Chain\/General or equivalent is an added advantage; and
\ne) Member of the Zambia Institute of Purchasing and Supply.
\nMinimum Relevant Pre-Job Experience
\na) Five (5) years of experience in Supply Chain management; and
\nb) At least three (3) years of experience in supply chain management in INGOs and\/or complex \/ large-scale programmes.
\nDesired Competences
\na) Proven experience in all technical areas of logistics and supply chain, including procurement, transportation and distribution, warehousing and inventory management, fleet management, assets management, etc.;
\nb) Experience of working with funding from major institutional donors such as GPE, World Bank, SIDA, USAID, ECHO and FCDO;
\nc) Experience in managing complex sub-contracting activities, especially for high-risk areas such as construction and Cash interventions;
\nd) Excellent capacity for planning, management and coordination skills, with the ability to organize a high workload composed of diverse, complex tasks and responsibilities; and
\ne) Experience in specific areas of logistics such as mechanical fleet networks, IT\/Communications.
\nDesirable Personal Attributes
\na) Excellent interpersonal skills and the demonstrated ability to work in a team setting;
\nb) Excellent oral and written communication skills; pro-activeness and creative problem solving; and
\nc) Ability to travel extensively to program locations within Zambia and other locations as needed.
