In line with this mission, we are excited to announce the implementation of the Enhancing Inclusive Quality Learning (EIQuaL) Project, supported by a $14 Million Education Systems and Capacity Grant from the Global Partnership for Education. This project aims to reduce Learning Poverty Levels across the country.Advertise in Zambia<br \/>\nPROJECT GOALS<br \/>\na) Ensure learners achieve learning outcome targets by age 10, with equitable results for boys and girls;<br \/>\nb) Equip teachers with pedagogical content knowledge, aligned teaching materials, and gender-responsive practices to enhance literacy and numeracy outcomes;<br \/>\nc) Utilize data-informed strategies for targeted and timely support, improving service delivery and learning outcomes; and<br \/>\nd) Reduce gender inequality in educational access, participation, completion, and outcomes for marginalized boys and girls.<br \/>\nPROJECT DURATION<br \/>\nThe Enhancing Inclusive Quality Learning (EIQuaL) project is set for a duration of three years, renewable upon satisfactory performance.<br \/>\nGRANT MANAGEMENT<br \/>\nSave the Children will serve as the Grant Agent, responsible for ensuring compliance, fiduciary oversight, and providing technical support for effective project delivery.<br \/>\nThe Ministry of Education is inviting applications from qualified candidates who meet the minimum requirements to fill the following position:<br \/>\n5) PROCUREMENT SPECIALIST x 1<br \/>\nReporting Relationship<br \/>\nThe Procurement Specialist will report to the Deputy Project Coordinator \u2013 Operations.<br \/>\nScope and Duties<br \/>\na) Implement full compliance with existing Minimum Operating Standards (MOS) for logistics management including recommending remedial action and implementing action plans where standards are not currently met;<br \/>\nb) Ensure systems are in place to monitor pipeline and procurement expenditure on a monthly basis and finance monthly payment projections;<br \/>\nc) Coordinate all procurements as per approved processes, systems and procedures;<br \/>\nd) Lead in the development of Framework Agreements and Contracts;<br \/>\ne) Oversee procurement requirements of the program; implement procurement as per approved guidelines, procedures and forms (Purchase Orders, Goods Received Notes);<br \/>\nf) Check and monitor the availability and prices of requested items in the local market; liaise with program staff if procurement must be conducted there;<br \/>\ng) Manage all tender procurements, coordinate and lead in tender evaluations;<br \/>\nh) Ensure that any donor requirements that affect the logistics procedures are notified to staff in time; and<br \/>\ni) Verify the adherence of set policies and procedures regarding warehousing, suppliers\u2019 relations and other upcoming required tasks.<br \/>\nRequired Academic and Professional Qualifications<br \/>\na) Grade twelve (12) School Certificate;<br \/>\nb) Degree in Supply Chain\/Procurement\/Logistics or equivalent;<br \/>\nc) A professional qualification in procurement e.g. Diploma in Purchasing and Supply Chain Management \/ Chartered Institute of Purchasing &amp; Supply or equivalent will be an added advantage;<br \/>\nd) MBA in Supply Chain\/General or equivalent is an added advantage; and<br \/>\ne) Member of the Zambia Institute of Purchasing and Supply.<br \/>\nMinimum Relevant Pre-Job Experience<br \/>\na) Five (5) years of experience in Supply Chain management; and<br \/>\nb) At least three (3) years of experience in supply chain management in INGOs and\/or complex \/ large-scale programmes.<br \/>\nDesired Competences<br \/>\na) Proven experience in all technical areas of logistics and supply chain, including procurement, transportation and distribution, warehousing and inventory management, fleet management, assets management, etc.;<br \/>\nb) Experience of working with funding from major institutional donors such as GPE, World Bank, SIDA, USAID, ECHO and FCDO;<br \/>\nc) Experience in managing complex sub-contracting activities, especially for high-risk areas such as construction and Cash interventions;<br \/>\nd) Excellent capacity for planning, management and coordination skills, with the ability to organize a high workload composed of diverse, complex tasks and responsibilities; and<br \/>\ne) Experience in specific areas of logistics such as mechanical fleet networks, IT\/Communications.<br \/>\nDesirable Personal Attributes<br \/>\na) Excellent interpersonal skills and the demonstrated ability to work in a team setting;<br \/>\nb) Excellent oral and written communication skills; pro-activeness and creative problem solving; and<br \/>\nc) Ability to travel extensively to program locations within Zambia and other locations as needed.<br \/>\nSharing is Caring!
