In line with this mission, we are excited to announce the implementation of the Enhancing Inclusive Quality Learning (EIQuaL) Project, supported by a $14 Million Education Systems and Capacity Grant from the Global Partnership for Education. This project aims to reduce Learning Poverty Levels across the country.<br \/>\nPROJECT GOALS<br \/>\na) Ensure learners achieve learning outcome targets by age 10, with equitable results for boys and girls;<br \/>\nb) Equip teachers with pedagogical content knowledge, aligned teaching materials, and gender-responsive practices to enhance literacy and numeracy outcomes;<br \/>\nc) Utilize data-informed strategies for targeted and timely support, improving service delivery and learning outcomes; and<br \/>\nd) Reduce gender inequality in educational access, participation, completion, and outcomes for marginalized boys and girls.<br \/>\nPROJECT DURATION<br \/>\nThe Enhancing Inclusive Quality Learning (EIQuaL) project is set for a duration of three years, renewable upon satisfactory performance.<br \/>\nGRANT MANAGEMENT<br \/>\nSave the Children will serve as the Grant Agent, responsible for ensuring compliance, fiduciary oversight, and providing technical support for effective project delivery.<br \/>\nThe Ministry of Education is inviting applications from qualified candidates who meet the minimum requirements to fill the following position:<br \/>\n12) SYSTEMS CAPACITY SPECIALIST x 1<br \/>\nReporting Relationship<br \/>\nThe Systems Capacity Specialist will report to the Deputy Project Coordinator \u2013 Technical.<br \/>\nScope and Duties<br \/>\na) Lead the design and implementation of strategies to strengthen education systems at national, provincial, and district levels;<br \/>\nb) Support institutional capacity development in data generation, utilization and management for improved decision making and service delivery;<br \/>\nc) Ensure alignment with national education sector plans and GPE systems transformation goals;<br \/>\nd) Provide technical oversight for systems capacity components of the EIQual project;<br \/>\ne) Develop tools and frameworks for institutional assessments and capacity building;<br \/>\nf) Monitor progress and adapt strategies based on evidence and stakeholder feedback;<br \/>\ng) Provide technical guidance and lead implementation on the use of EMIS assessment data by increasing the capacity of MoE staff and key users of the learning assessment system on data utilization;<br \/>\nh) Capacity building and mentoring for Ministry of Education staff, Statistical officers and data champions in data generation and utilization;<br \/>\ni) Lead the integration of the school-based information systems to EMIS; and<br \/>\nj) Facilitate the sharing of experience and learning about the educational approaches around ICT and systems improvement.<br \/>\nRequired Academic and Professional Qualifications<br \/>\na) Grade twelve (12) School Certificate;<br \/>\nb) Bachelor\u2019s degree in Education, Public Administration, Development Studies, or equivalent;<br \/>\nc) Master\u2019s degree in the relevant field will be an added advantage.<br \/>\nMinimum Relevant Pre-Job Experience<br \/>\nFive (5) years of experience in education systems strengthening or institutional capacity development.<br \/>\nDesired Competences<br \/>\na) Proven experience working with government systems and multi-stakeholder environments;<br \/>\nb) Strong analytical and conceptual skills, and the ability to think and plan strategically;<br \/>\nc) Strong understanding of GPE frameworks and education sector reforms;<br \/>\nd) Experience with digital strategies to promote data generation, utilization and learning;<br \/>\ne) Ability to analyse complex data in a technical area and to summarize and communicate this in ways that are accessible to a range of audiences and cultures;<br \/>\nf) Computer proficient and able to operate within an administratively self-sufficient environment.<br \/>\nDesirable Personal Attributes<br \/>\na) Excellent interpersonal skills and the demonstrated ability to work in a team setting;<br \/>\nb) Excellent oral and written communication skills; pro-activeness and creative problem solving; and<br \/>\nc) Ability to travel extensively to program locations within Zambia and other locations as needed.<br \/>\nSharing is Caring!
