GIS Manager at Right to Care Zambia"},"content":{"rendered":"<p>Minimum Required Qualifications and Experience:<\/p>\n<p>First degree in relevant fields (GIS \/ Geography \/ Geoinformatics \/public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering)<br \/>\nAt least five (5) years of experience in database design and management, including proficiency in SQL, Microsoft Access, and advanced use of relational and non-relational database systems such as SQL Server, PostgreSQL\/PostGIS, and MySQL.<br \/>\nAdvanced proficiency in MS Office (Excel, Access, PowerPoint), statistical analysis tools (R, Python, SPSS\/Stata), and data visualization platforms such as Power BI and Tableau.<br \/>\nHands-on experience with GIS platforms such as ESRI, ArcGIS and QGIS, including GIS systems development, spatial analysis, and report writing\u2014preferably within an NGO or public health environment<br \/>\nProficiency in at least one high-level programming language (C#, Java, Python), with experience in software development methodologies, mobile application development, cloud database environments, and data engineering\/warehouse concepts.<br \/>\nKnowledge of best practices in data visualization and business intelligence (BI) \u2013 Strong understanding of BI features and capabilities and how that is implemented for business solutions preferred.<br \/>\nExperience with software, application design and architecture; Monitor and analyze information and data systems and evaluate their performance to discover ways of enhancing them (new technologies, upgrades etc.);<br \/>\nDemonstrated expertise in DHIS2 configuration, customization, and maintenance\u2014including metadata setup, tracker programs, analytics dashboards\u2014and experience integrating DHIS2 with systems such as SmartCare, HMIS, GIS platforms, and PEPFAR systems (e.g., DATIM).<br \/>\nAt least 5 years of experience implementing SI activities in Zambia.<br \/>\nGood knowledge and understanding of the Zambian HIV AIDS response and its Health Management Information Systems<br \/>\nAbility to rollout, conduct training, navigate, and troubleshoot SmartCare.<br \/>\nShould be self-driven with strong analytical, organizational and project management skills.<\/p>\n<p>Desirable Qualifications and Experience:<\/p>\n<p>Master\u2019s degree in relevant fields such as (GIS \/ Geography \/ Geoinformatics \/public health, demography, epidemiology, sociology, biostatistics, statistics, computer science, information technology, engineering)<br \/>\nPostgraduate training in data management, analytics, GIS, or related fields, with demonstrated strong computer literacy and advanced proficiency in analytical and productivity software.<br \/>\nCurrent knowledge of trends and development in computer\/ tablet and mobile health technology and the administration of operations and long-range user requirements<br \/>\nM&amp;E experience working with DHIS systems.<br \/>\nAt least two (2) years\u2019 experience in GIS systems development, ESRI-based platforms, data analytics and report writing, preferably within an NGO or public health environment.<br \/>\nCertification or formal training in DHIS2 Level 1\u20133 (metadata, tracker, analytics &amp; system administration).<br \/>\nExperience supporting national-level DHIS2 deployments or large-scale donor-funded programs.<br \/>\nExperience with cloud-hosted databases and DevOps tools (Docker, GitLab CI\/CD, AWS\/Azure).<br \/>\nExperience in advanced GIS modeling, remote sensing analysis, and integrating spatial data with health systems.<br \/>\nSmartCare Certification \u2013 ToT and Master trainer level preferred<\/p>\n<p>\u00a0<br \/>\nTechnical Competencies<\/p>\n<p>Strong skills in data management, GIS (ArcGIS, QGIS), and spatial analysis.<br \/>\nAbility to design, maintain, and optimize databases and reporting systems.<br \/>\nProficiency in analytical and visualization tools for generating insights and dashboards.<br \/>\nUnderstanding of health information systems (DHIS2, SmartCare, HMIS) and system integration.<br \/>\nAbility to troubleshoot data and system issues and develop clear technical documentation.<\/p>\n<p>Behavioural Competencies<\/p>\n<p>Strong analytical thinking, problem-solving ability, and attention to detail.<br \/>\nEffective communication and teamwork skills with the ability to support diverse stakeholders.<br \/>\nAbility to work independently, manage multiple priorities, and meet deadlines.<br \/>\nStrong organizational, leadership, and capacity-building skills.<\/p>\n<p>\u00a0<br \/>\nDesigning and Maintaining M&amp;E Systems<\/p>\n<p>Design, implement, and maintain project databases, ensuring accurate structures, schemas, stored procedures, and data dictionaries.<br \/>\nDevelop and automate weekly, monthly, and quarterly reporting workflows.<br \/>\nMaintain and update spatial datasets and GIS data collection tools.<br \/>\nDigitize maps, integrate spatial data from multiple sources, and ensure GIS data accuracy.<br \/>\nManage database access, security, integrity, backups, and user administration.<br \/>\nCoordinate coding, documentation, testing, debugging, and system optimization activities.<br \/>\nProvide technical input on integration of RTCZ systems with DHIS2, SmartCare, DATIM, HMIS, and other MoH systems.<br \/>\nEnsure smooth automation and data flow from project systems into DATIM and other reporting platforms.<br \/>\nSupport the rollout of new information systems, including training and mentorship for users.<\/p>\n<p>Data collection, verification, and reporting<\/p>\n<p>Support the rollout and use of SmartCare and other digital tools to ensure complete and accurate patient-level data.<br \/>\nConduct routine data quality assessments and provide ongoing technical support to partner and project teams.<br \/>\nImprove, streamline, and maintain project data collection and reporting tools to meet donor requirements.<br \/>\nEnsure timely submission of routine and ad hoc datasets and reports, monitoring performance against targets.<br \/>\nMaintain an updated project database and ensure data accuracy, completeness, and consistency.<br \/>\nSupport facilities and implementing partners with troubleshooting, mentorship, and system navigation.<\/p>\n<p>Data analysis, interpretation, and dissemination<\/p>\n<p>Lead development of dashboards, visualizations, and analytical products to support program planning and decision-making.<br \/>\nAnalyze service delivery data, identify trends, gaps, and opportunities, and provide actionable insights.<br \/>\nProduce monthly success stories, summaries, and data-driven narratives.<br \/>\nIdentify abstracts for local and international conferences and contribute to scientific dissemination.<br \/>\nProvide GIS-based analysis and mapping products to support program implementation and geographical prioritization.<br \/>\nPresent findings clearly to internal teams, MoH, partners, and funders.<\/p>\n<p>Implementation of project M&amp;E activities and stakeholders management<\/p>\n<p>Participate in the development and implementation of M&amp;E workplans and SI activities.<br \/>\nWork collaboratively with other implementing partners to strengthen local capacity in data collection, analysis, and use.<br \/>\nServe as a technical point of contact for GIS and data-related queries for internal and external stakeholders.<br \/>\nSupport the technical team in conducting mapping exercises, risk profiling, and spatial visualization activities.<br \/>\nBuild capacity of project and community partners in GIS, data management, and system utilization.<br \/>\nShare technical insights and provide ongoing support to ensure improved data quality, system adoption, and effective use of information.<\/p>\n<p>Sharing is Caring!
