Background
\nOn Call Africa\u00a0(OCA)\u00a0was set up by a group of doctors and international development experts, all with a shared desire to improve access to healthcare and health outcomes within rural communities. Looking to support communities with traditionally poor access to medical professionals and amenities \u2013 Zambia was selected due its low ratio of doctors to people. Following a consultation with the Ministry of Health, the Southern Province was selected as the starting point.

\nOn Call Africa collaborate with the Zambian Ministry of Health, supporting the achievement of their strategic objectives. We ensure that our work is embedded at all levels of the health system to ensure co-production takes place to develop programmes that meet national objectives, as well as locally identified needs.
\nOn Call Africa operates at every level of the health system, helping to shape policy and design quality programmes, while also piloting and testing programmes at rural health facility, and community level, to build evidence of what does and does not work.

\nOn Call Africa has an immediate need for highly competent candidates to fill this position.
\nPosition Summary
\nThe Finance and Operations Manager will oversee financial operations and office administration for the Livingstone office, ensuring compliance with donor requirements, statutory regulations, and internal policies. This role will strengthen financial management systems, streamline operational processes, and support strategic decision-making.
\nKey Responsibilities
\nFinancial Management<\/p>\n
Manage day-to-day financial operations, including budgeting, forecasting, and cash flow management.
\nPrepare monthly financial reports, donor reports, and management accounts.
\nEnsure timely and accurate processing of transactions and reconciliations.
\nOversee payroll and statutory returns.
\nMonitor and manage bank accounts and cash flow.<\/p>\n
Operational Oversight<\/p>\n
Manage procurement processes and maintain asset and inventory registers.
\nEnsure compliance with organizational policies and Zambian regulations.
\nSupporting with office administration and operational support functions.
\nImplement and monitor internal controls for finance and operations.
\nSupport HR processes related to recruitment and onboarding in the Finance Unit.<\/p>\n
Compliance and Reporting<\/p>\n
Ensure adherence to donor compliance requirements and internal controls.
\nPrepare supporting documentation for audits and donor reporting.
\nMaintain accurate records for statutory filings and tax compliance.
\nEnsure timely submission of financial reports to management and donors.
\nCoordinate with external auditors during annual audits.<\/p>\n
Team Leadership<\/p>\n
Supervise and mentor the Finance Assistant.
\nBuild capacity within the finance and operations team.
\nFoster collaboration between finance and programming teams.
\nConduct performance reviews and provide feedback.
\nPromote adherence to organizational values and ethics.<\/p>\n
Basic Requirements<\/p>\n
Full CA Zambia, CIMA, ACCA
\nBachelor\u2019s degree in accounting, Finance, or related field.
\nProfessional membership with ZICA (mandatory).
\nMinimum 5 years\u2019 experience in financial and operational management.
\nStrong knowledge of Zambian tax laws and donor compliance.
\nProficiency in accounting software and MS Excel.<\/p>\n
Preferred Qualifications<\/p>\n
Experience in NGO or development sector.
\nLeadership and team management experience.
\nStrong analytical and problem-solving skills.
\nExcellent communication and interpersonal skills.
\nAbility to work under pressure and meet deadlines.<\/p>\n
