\nOxfam is looking for a Finance Officer to compliment and support the finance team for a duration of four (4) months, the Finance Officer will\u00a0 undertake specific tasks in support of the finance functions as follows:
\nMaintain Financial Information System:<\/p>\n
Checks accuracy, completeness of supporting documentation and validity of financial data before posting into people soft.
\nReviews payment vouchers to ensure that correct budget codes are charged, and approvals have been made with appropriate delegated authority.
\nUpload transactions in the general ledger.
\nGenerate finance reports \u2013 preparation and timely submission of project financial reports, month end bank and balance sheet reconciliations.
\nAnalysis Financial data for upward decision making.<\/p>\n
Reinforcement of Internal Controls:<\/p>\n
Reviews and maintains financial management and internal controls systems in the office to maintain the financial integrity of Oxfam.
\nEnsures compliance with established Oxfam corporate policies as laid down in the financial policies and procedures manual.
\nTo assist in coordinating audits for projects.
\nPreparation and payment of Payroll and other statutory returns.<\/p>\n
Partner development and capacity building:<\/p>\n
Assist in assessments and identify financial capacity gaps of partners before funding.
\nAssists in building of capacity of partners in financial management where there are gaps.
\nWorks with Program Accountant in developing a system of tracking funding to partners expenditures, balances, reports submission and review of internal audit reports to recommend actions.
\nAssists in reviewing partner financial reports with support of Program accountant & Funding Manager.
\nAssists in reviewing partner grant budgets and activity plans to ensure compliance with donor requirements and OGB policies and procedures.<\/p>\n
Planning, Budgeting and Utilization of Financial Resources:<\/p>\n
Assists Program Accountant in the interpretation of budget lines to partners.
\nSupports the Program Accountant in the Annual budget process, forecasts and in any Budget revision of the project.
\nPrepares monthly budget variance reports.
\nAssist in the preparation of project budgets.
\nOfficial Bank Agent for the Harare office- responsible for banking & cashing of cheques.
\nPreparation of top up requests for reviewing by Program Accountant and BSM.
\nTo be responsible for cheque & petty cash payments.<\/p>\n
Bank & Cash<\/p>\n
To be responsible for banking and banking support.
\nTo be responsible for cheques.
\nPetty cash payments and management.<\/p>\n

An ideal candidate for the role will also be \/ have:
\nKnowledge & Experience<\/p>\n
Degree in Accounting.
\nMinimum of 1-2 years practical accounting experience.
\nProven experience of working in teams and strong inter-personal skills.
\nExcellent computer skills including spreadsheets (ideally MS Excel) and \u2013word processing (ideally MS Word).
\nExcellent written\/oral communication & listening skills.
\nCompetent numerically.
\nFluent English.
\nCommitment to Oxfam\u2019s aims and philosophy.
\nStrong sense of personal integrity.
\nSelf-confidence, maturity & ability to co-operate with a wide variety of people.
\nInitiative, creativity & flexibility.
\nPrevious experience of working with an NGO.
\nPrevious experience of using a computerized accounts package.
\nAbility to work under pressure and to meet deadlines.
\nAble to travel away from workstation regularly for short periods.<\/p>\n
