TECHNICAL OFFICER \u2013 PROCUREMENT<\/p>\n
JOB PURPOSE<\/p>\n
To conduct the day-to-day operations of the procurement activities effectively and efficiently through timely sourcing of goods, services, works and consulting services to meet IDC requirements.<\/p>\n

\nPRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)<\/p>\n
Departmental Planning and Budgeting<\/p>\n
Provides input to Senior Technical Officer \u2013 Procurement into\u00a0the departmental workplan and budget.
\nMinimises operational costs by ensuring that divisional expenditure remains within budget approval and savings made from budget.<\/p>\n
Preparation of Bidding of bidding documents
\nSupports, prepares bidding documents for goods, works, and consulting services in accordance with the approved procurement plan for review by the Senior Procurement Office.<\/p>\n
Preparing Evaluation reports and Procurement<\/p>\n
Supports preparation of Committee Paper(s) for\u00a0submission to the Procurement Committee.
\nUndertakes market research to ensure purchases are sourced from the most competitive sources as directed by Senior Technical Officer \u2013 Procurement
\nSupports, prepares and draft contracts for goods, works and services
\nProperly keep updated procurement records
\nSupports, administers tender closing, opening and
\nPrepares tender opening reports.<\/p>\n
Tender Evaluation Procedures<\/p>\n
Supports, prepares criteria that ensure objective and consistent evaluation of bids, Expression of Interest (EOI) and proposals so that the most responsive supplier, \/ consultant\/contractor is selected
\nSupports, prepares the Tender Evaluation Reports ,<\/p>\n
for review by supervisor<\/p>\n
Preparation of Tender Documents
\nSupports \/participates in the preparation and floatation of bidding documents (Request for Quotations, Invitations for Bids, Request for Proposals) in line with Public Procurement Act and Public Procurement Regulations.<\/p>\n
Survey Markets
\nSupports, enquires, and qualifies suppliers on basis of price competitiveness, quality, and delivery performance, negotiate, re-negotiate or terminate orders or contracts as may be recommended when changes occur to warrant such actions.<\/p>\n
Research
\nResearch and analyses on matters that will add value to all areas of procurement<\/p>\n
Compliance<\/p>\n
Adheres to all aspects of regulatory compliance regarding the respective Procurement Policies and in conformity ZPPA guidelines
\nAdheres to a strong culture of ethics and corporate compliance<\/p>\n
Advisory
\nProvides Procurement advisory service to all departments on procurement matters<\/p>\n
Stakeholder Relationships<\/p>\n
Develops excellent and effective collaborative\u00a0relationships with key stakeholders and external\u00a0providers and other agencies to ensure strategic and\u00a0operational needs are fully understood and incorporated
\nFacilitates development of relationship with existing and potential suppliers<\/p>\n
Reports
\nSubmits procurement activities report weekly\/monthly\/or as required<\/p>\n
Enhanced Entity Risk Management
\nEnsures improved enterprise risk management.<\/p>\n
Enhanced Employee engagement and Performance<\/p>\n
Timely submission of completed performance contract to supervisor.
\nSuggest and propose initiatives to support corporate values suggested to supervisor.
\nEnsure submission of completed Performance Appraisal form to supervisor.
\nPeriodically submits required reports relating to\u00a0mentorship and training\/coaching programmes to\u00a0the department in charge of Human Capital.<\/p>\n
Furtherance of Company\u2019s Interests
\nExercise the powers and duties generally exercised by Technical Officer \u2013 Procurement in the furtherance of the interests of the company as may be authorised and or delegated by the Supervisor.<\/p>\n
Health and Safety
\nTake reasonable care for own health and safety as well as that of other employees, clients, and others as may be required from time to time.<\/p>\n
Meetings
\nAttend staff\/departmental meetings when required.<\/p>\n
Any other Duties
\nPerform any other job-related duties as assigned<\/p>\n
ESSENTIAL\/DESIRABLE QUALIFICATIONS\/EXPERIENCE<\/p>\n
\u00a0Professional Qualification:<\/p>\n
Grade 12 Full Certificate
\nBachelor\u2019s degree in Public Procurement, Procurement and Supply,
\nBusiness Administration, Economics, Commerce, and\/or equivalent
\nProfessional Qualification i.e Chartered Institute of Supply Procurement and Supply (CIPS) in relevant field from reputable institution.<\/p>\n
Practicing Certificate \u2013 Zambia Institute of Purchasing & Supply
\nProfessional Membership<\/p>\n
Minimum Relevant Work Experience:<\/p>\n
2 years\u2019 relevant work experience or similar position.<\/p>\n
Skill Specifications:<\/p>\n
Excellent problem solving and presentation skills.
\nKnowledge of the Public Procurement Guidelines
\nExcellent written and verbal communication skills
\nAbility to work collaboratively with key internal and external stakeholders
\nData management and record keeping.
