\n1.0 MONITORING AND EVALUATION MANAGER, SALARY GRADE ZRA04 (1 POSITION), INNOVATION AND PROJECT MANAGEMENT FUNCTION

\nA. PURPOSEReporting to the Assistant Director- Project Delivery, the job holder will be responsible for leading the design, implementation, and management of a comprehensive Monitoring, Evaluation and Learning (MEL) framework that mainstreams the monitoring and management of project activities in line with the Zambia Revenue Authority (ZRA) Strategic Plan and ensure that evidence-based insights inform project delivery, decision-making, and continuous improvement across all innovation and project management initiatives.
\nB. MAIN DUTIES\/ACCOUNTABILITIES<\/p>\n
Design and operationalize an M&E framework that aligns with the ZRA Strategic Plan and project delivery goals.
\nIntegrate monitoring and evaluation processes into project management cycles to ensure timely tracking of progress, outputs, outcomes, and impacts.
\nEstablish and maintain performance indicators, data collection tools, and reporting systems for all projects under the PDU.
\nEnsure systematic monitoring of project activities against approved plans, schedules, and budgets.
\nProduce periodic performance reports (monthly, quarterly, annual) with actionable insights for management and stakeholders.
\nHighlight risks, bottlenecks, success stories while recommending corrective actions.
\nSupport mainstreaming of results-based management across all projects, ensuring that change initiatives are evidence-driven.
\nProvide technical guidance on how monitoring findings can inform change management, stakeholder engagement, and continuous improvement.
\nTrain project teams and stakeholders on M&E tools, frameworks, and processes.
\nFoster a culture of results and accountability across the Authority\u2019s projects.
\n\u00a0Collaborate\u00a0with internal units and cooperating partners to harmonize MEL practices and share lessons learned.
\nEstablish digital dashboards and data visualization platforms for real-time project monitoring.
\nEnsure data integrity, quality assurance, and secure storage of project information.
\nDocument and disseminate best practices, success stories, and lessons for organizational learning.<\/p>\n

\nC. MINIMUM REQUIREMENTS<\/p>\n
Grade Twelve (12) School Certificate or General Certificate of Education (GCE) equivalent with five (5) credits or better including Mathematics and English;
\nBachelor\u2019s Degree in Economics, Social Sciences, Statistics, Project Management, or related field;
\nMinimum of five (5) years\u2019 relevant post-qualifying work experience in management of projects which should include experience in designing and implementing M&E frameworks with three (3) years at managerial level;
\nMaster\u2019s Degree in Project Management, M&E, or related discipline is an added advantage;
\nProfessional training\/certification in Monitoring & Evaluation, Project Management (e.g. PRINCE2, Results-Based Management); and
\nMust possess Academic and Professional qualifications certified by the Zambia Qualifications Authority.<\/p>\n
D. OTHER SKILLS AND ATTRIBUTES<\/p>\n
Excellent communication, facilitation, and reporting skills;
\nProficiency in Data analysis software (SPSS, STATA, R, NVivo, Excel advanced)
\nProficiency in project management systems;
\nStakeholder management and team capacity-building abilities;
\nIntegrity, accountability, and results orientation; and
\nStrong analytical and evaluation skills with ability to interpret data and provide actionable insights.<\/p>\n
