JOB PURPOSE<br \/>\nThe Specialist \u2013 Health and Nutrition is responsible for\u00a0technical leadership, quality assurance, and strategic oversight\u00a0of integrated health and nutrition interventions under the project.<br \/>\nThe role ensures\u00a0delivery of high-quality, evidence-based, and life-saving services\u00a0aligned with:<\/p>\n<p>National\u00a0IMAM guidelines<br \/>\nSPHERE standards<br \/>\nDG ECHO requirements<br \/>\nMinistry of Health (MoH) protocols<\/p>\n<p>The Specialist will strengthen\u00a0health systems, nutrition programming, and community-based services, targeting vulnerable populations including:<\/p>\n<p>Children under five<br \/>\nPregnant and lactating women (PLW)<br \/>\nAdolescents<br \/>\nRefugees and host communities<\/p>\n<p>2. KEY RESPONSIBILITIES<br \/>\n2.1 Technical Leadership &amp; Programme Quality<\/p>\n<p>Provide\u00a0technical oversight\u00a0for all health and nutrition interventions including:<\/p>\n<p>CMAM\/IMAM programming (OTP, TSFP, Stabilization Care)<br \/>\nMaternal, Newborn and Child Health (MNCH\/RMNCH)<br \/>\nPrimary Health Care (PHC)<\/p>\n<p>Ensure\u00a0compliance with national and international standards.<br \/>\nLead the\u00a0design, adaptation, and contextualization\u00a0of protocols and SOPs.<br \/>\nOversee integration of:<\/p>\n<p>Nutrition<br \/>\nHealth<br \/>\nWASH<br \/>\nProtection (including GBV referral pathways)<\/p>\n<p>Ensure quality implementation of:<\/p>\n<p>MIYCN (Maternal, Infant and Young Child Nutrition)<br \/>\nGMP (Growth Monitoring &amp; Promotion)<br \/>\nFamily MUAC approach<\/p>\n<p>2.2 Programme Implementation &amp; Supervision<\/p>\n<p>Oversee implementation of activities across:<\/p>\n<p>Mantapala Rural Health Centre (RHC)<br \/>\nHealth Posts (HPs)<br \/>\nCommunity platforms<\/p>\n<p>Ensure:<\/p>\n<p>Functional OTP and inpatient services<br \/>\nContinuous service delivery (24\/7 where applicable)<br \/>\nEffective referral systems<\/p>\n<p>Supervise and mentor:<\/p>\n<p>Health staff<br \/>\nNutrition teams<br \/>\nCommunity health workers<\/p>\n<p>Conduct\u00a0regular field monitoring visits\u00a0to ensure quality and compliance.<\/p>\n<p>2.3 Capacity Building &amp; Systems Strengthening<\/p>\n<p>Design and deliver\u00a0competency-based training\u00a0for:<\/p>\n<p>Health workers<br \/>\nCommunity volunteers<br \/>\nPartner staff<\/p>\n<p>Build capacity in:<\/p>\n<p>IMAM protocols<br \/>\nClinical case management<br \/>\nNutrition screening and referral<br \/>\nInfection Prevention &amp; Control (IPC)<\/p>\n<p>Provide\u00a0on-the-job coaching, mentorship, and supportive supervision.<br \/>\nStrengthen:<\/p>\n<p>Health facility systems<br \/>\nData use for decision-making<br \/>\nReferral pathways<\/p>\n<p>2.4 Supply Chain &amp; Commodity Management<\/p>\n<p>Ensure\u00a0availability of essential medicines and nutrition supplies, including:<\/p>\n<p>RUTF, F-75, F-100<br \/>\nMedical kits<\/p>\n<p>Oversee:<\/p>\n<p>Forecasting<br \/>\nProcurement planning<br \/>\nStock monitoring<\/p>\n<p>Prevent stock-outs and ensure\u00a0buffer stock systems.<\/p>\n<p>2.5 Monitoring, Evaluation, Accountability &amp; Learning (MEAL)<\/p>\n<p>Ensure accurate and timely data collection using:<\/p>\n<p>DHIS2 systems<br \/>\nCMAM\/IMAM databases<\/p>\n<p>Track key indicators such as:<\/p>\n<p>SAM recovery rates<br \/>\nAdmission rates<br \/>\nStock availability<\/p>\n<p>Lead:<\/p>\n<p>Data analysis<br \/>\nProgramme reviews<br \/>\nLearning and adaptation<\/p>\n<p>Ensure\u00a0accountability to affected populations\u00a0through:<\/p>\n<p>Feedback mechanisms<br \/>\nCommunity engagement<\/p>\n<p>2.6 Coordination &amp; Representation<\/p>\n<p>Represent the organization in:<\/p>\n<p>Health and Nutrition Cluster meetings<br \/>\nTechnical Working Groups<\/p>\n<p>Coordinate with:<\/p>\n<p>Ministry of Health<br \/>\nUN agencies (UNICEF, WFP, UNHCR)<br \/>\nLocal partners (e.g., Caritas)<\/p>\n<p>Ensure\u00a0alignment and complementarity\u00a0with other actors.<\/p>\n<p>2.7 Integration of Cross-Cutting Themes<br \/>\nEnsure full integration of:<\/p>\n<p>Gender equality and inclusion<br \/>\nProtection mainstreaming<br \/>\nSafeguarding (PSEA)<br \/>\nDisability inclusion<br \/>\nEnvironmental considerations<\/p>\n<p>2.8 Emergency Preparedness &amp; Response<\/p>\n<p>Lead technical input into\u00a0Crisis Modifier activation.<br \/>\nSupport rapid response during:<\/p>\n<p>Disease outbreaks<br \/>\nMalnutrition surges<br \/>\nClimate shocks<\/p>\n<p>3. KEY DELIVERABLES \/ KPIs<\/p>\n<p>\u226585%\u00a0SAM recovery rate\u00a0achieved<br \/>\n\u226590%\u00a0health staff meet competency standards<br \/>\nZero prolonged stock-outs\u00a0of essential nutrition commodities<br \/>\nIncreased\u00a0coverage of CMAM services<br \/>\nFunctional\u00a0referral systems\u00a0across all facilities<br \/>\nImproved\u00a0service utilization rates<br \/>\nTimely and accurate\u00a0reporting (100% compliance)<\/p>\n<p>Requirements<\/p>\n<p>Education<\/p>\n<p>Bachelor\u2019s degree in:<\/p>\n<p>Medicine<br \/>\nPublic Health<br \/>\nNutrition<br \/>\nNursing<\/p>\n<p>Master\u2019s degree in Public Health or Nutrition (preferred)<\/p>\n<p>Experience<\/p>\n<p>Minimum\u00a05\u20137 years\u00a0relevant experience<br \/>\nProven experience in:<\/p>\n<p>Humanitarian health and nutrition programming<br \/>\nCMAM\/IMAM implementation<br \/>\nHealth systems strengthening<\/p>\n<p>Experience working in:<\/p>\n<p>Refugee or emergency contexts<br \/>\nMulti-stakeholder environments<\/p>\n<p>Technical Skills<\/p>\n<p>Strong knowledge of:<\/p>\n<p>IMAM\/CMAM protocols<br \/>\nRMNCH services<br \/>\nPublic health systems<\/p>\n<p>Experience with:<\/p>\n<p>DHIS2<br \/>\nData analysis tools<br \/>\nTraining and facilitation<\/p>\n<p>Core Competencies<\/p>\n<p>Strategic thinking<br \/>\nLeadership and team management<br \/>\nStrong analytical skills<br \/>\nExcellent communication and coordination<br \/>\nProblem-solving in complex environments<\/p>\n<p>5.
