We strive to create a world free from hunger for everyone and for good.<br \/>\nAction Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia, and Haiti. Action Against Hunger-USA has over $100 million in programs and approximately 1,800 permanent staff based in New York City, Washington D.C., Nairobi, and country offices. Additional growth is anticipated.<br \/>\nWe have been present in Zambia since 2021 working in both humanitarian and development contexts to build resilience and protect lives and livelihoods.<br \/>\nPurpose of the Role<br \/>\nThe Monitoring and Evaluation Officer will support the implementation of high-quality M&amp;E systems, tools, and practices that enable evidence-based decision-making, adaptive management, and accountability to stakeholders. The MEAL Officer will lead the design, implementation, and continuous improvement of Monitoring, Evaluation, Accountability, and Learning systems for the ECHO project in Mantapala Refugee Settlement. This role ensures real-time data collection, rigorous analysis, timely reporting, and strong community accountability. The officer will work closely with program teams to enable adaptive management and evidence-based decision-making in a complex, resource-constrained humanitarian setting. Up to 60% travel within the settlement and host communities is required.<br \/>\nENGAGEMENT &amp; WORKING RELATIONSHIPS<br \/>\nInternal:<\/p>\n<p>Reports to MEAL Manager<br \/>\nWorks closely with Project Coordinator, Health &amp; Nutrition teams, WASH team, Cash &amp; Livelihoods team<br \/>\nSupervises enumerators and field data collectors<br \/>\nCollaborates with the Accountability and Safeguarding focal points<\/p>\n<p>External:<\/p>\n<p>Engages with Mantapala Refugee Settlement community leaders, camp management, and health facility staff<br \/>\nCoordinates with partner organizations, local authorities (Nchelenge District), and ECHO (as required for reporting)<br \/>\nLiaises with community feedback mechanisms and complaint response channels<\/p>\n<p>KEY RESPONSIBILITIES<br \/>\n1. MEAL System Design &amp; Implementation<\/p>\n<p>Develop and operationalize the project MEAL Plan, Indicator Tracking Table (ITT), and ECHO-aligned reporting frameworks<br \/>\nDesign context-appropriate data collection tools for health, nutrition, WASH, and cash interventions<br \/>\nEnsure integration of gender, protection, accountability, and inclusion indicators<br \/>\nSupport digital data systems using Kobo Toolbox, ODK, or CommCare<\/p>\n<p>2. Data Collection, Monitoring &amp; Quality Assurance<\/p>\n<p>Coordinate baseline, post-distribution monitoring (PDM), rapid assessments, and endline evaluations<br \/>\nSupport routine monitoring of CMAM, health services, WASH indicators, and cash assistance<br \/>\nConduct Data Quality Assessments (DQAs) and ensure adherence to data quality standards<br \/>\nSupervise enumerators and field teams during data collection exercises<\/p>\n<p>3. Data Management, Analysis &amp; Visualization<\/p>\n<p>Maintain project databases and ensure timely data entry, cleaning, and validation<br \/>\nAnalyze quantitative and qualitative data to generate insights for program improvement<br \/>\nDevelop dashboards and visualizations (Excel, Power BI, or similar tools)<br \/>\nTrack progress against ECHO indicators and targets<\/p>\n<p>4. Reporting &amp; Learning<\/p>\n<p>Contribute to donor reports (ECHO), SitReps, and internal updates<br \/>\nProduce learning briefs, case studies, and success stories<br \/>\nFacilitate After-Action Reviews (AARs) and reflection sessions<br \/>\nEnsure lessons learned inform adaptive programming and decision-making<\/p>\n<p>5. Accountability to Affected Populations (AAP)<\/p>\n<p>Strengthen community feedback and complaints response mechanisms (CRM)<br \/>\nEnsure complaints are documented, tracked, and resolved in a timely manner<br \/>\nPromote safe, inclusive, and accessible feedback channels<br \/>\nSupport community engagement and information-sharing activities<\/p>\n<p>6. Capacity Building<\/p>\n<p>Train field staff, community volunteers, and partners on:<\/p>\n<p>MEAL tools and systems<br \/>\nData collection methodologies<br \/>\nEthical data management and safeguarding<\/p>\n<p>Build team capacity in data use for decision-making<\/p>\n<p>7. Emergency Preparedness &amp; Crisis Modifier Support<\/p>\n<p>Support early warning monitoring and trigger indicators<br \/>\nContribute to rapid assessments within 3\u201314 days of shocks<\/p>\n<p>Ensure MEAL systems are adaptable for emergency scale-up<\/p>\n<p>Requirements<\/p>\n<p>QUALIFICATIONS AND EXPERIENCE<br \/>\nEducation<\/p>\n<p>Bachelor\u2019s degree in Monitoring &amp; Evaluation, Public Health, Statistics, Development Studies, Social Sciences, or related field<br \/>\nPostgraduate qualification in M&amp;E or Project Management =\u00a0strong advantage<\/p>\n<p>Experience<\/p>\n<p>Minimum\u00a04\u20135 years\u00a0of MEAL experience in humanitarian or development settings<br \/>\nProven experience in\u00a0emergency programming\u00a0(ECHO-funded projects strongly preferred)<br \/>\nHands-on experience in\u00a0health, nutrition (CMAM), WASH, or cash-based interventions<br \/>\nExperience in\u00a0refugee or displacement contexts\u00a0is highly desirable<br \/>\nStrong experience with\u00a0digital data collection and analysis tools<\/p>\n<p>Skills &amp; Competencies<\/p>\n<p>Deep knowledge of MEAL frameworks and Core Humanitarian Standards (CHS)<br \/>\nExcellent data analysis and report writing skills<br \/>\nProficiency in:\u00a0Excel, Kobo Toolbox, Power BI \/ SPSS \/ STATA<br \/>\nStrong understanding of\u00a0Accountability to Affected Populations (AAP)<br \/>\nAbility to work in\u00a0remote, resource-constrained, high-pressure environments<br \/>\nStrong interpersonal and communication skills<br \/>\nFluency in\u00a0English\u00a0(excellent written and spoken)<br \/>\nWorking knowledge of\u00a0other local languages\u00a0is an asset<\/p>\n<p>Desirable Attributes<\/p>\n<p>Prior experience with Action Against Hunger or similar INGO<br \/>\nStrong understanding of ECHO compliance and reporting requirements<br \/>\nDemonstrated commitment to gender equality, protection mainstreaming, and ethical data management<\/p>\n<p>\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Active membership with ZAMEA (Zambia Monitoring and Evaluation Association)\u00a0<\/p>\n<p>Benefits<\/p>\n<p>Action Against Hunger \u2013 USA provides all staff with an attractive salary and benefits package .
