\nKey Responsibilities:
\nBudget Preparation and Oversight<\/p>\n
Coordinate the Annual Budgeting Process
\nLead the development of comprehensive budgets for National Office Support Costs, Area Programs, ongoing grants, and new proposals. Ensure all budgets reflect strategic priorities and are prepared in accordance with the Field Office Planning & Budgeting Guidelines.
\nEnsure Strategic and Policy Alignment
\nValidate that all budget submissions are consistent with organizational goals, donor requirements, and internal financial policies. Provide guidance to program teams during budget formulation to ensure accuracy and completeness.
\nSupport Proposal Budgeting
\nCollaborate with program and grant teams to develop proposal budgets that meet donor specifications and internal cost structures. Provide financial modelling and scenario analysis to support proposal competitiveness.
\nFacilitate Budget Consolidation and Review
\nConsolidate budget inputs across departments and projects. Conduct thorough reviews to ensure coherence, eliminate duplication, and flag inconsistencies prior to submission.<\/p>\n
Financial Systems Integration and Monitoring<\/p>\n
Review and Validate Budget Uploads
\nOversee the upload of approved budgets into financial systems including Sun System, Horizon, IMPAQ, and FAD. Ensure data integrity and resolve discrepancies in collaboration with Shared Services and GFS.
\nLabour Distribution Reports (LDR) Management
\nManage the setup, review, and reconciliation of LDRs to ensure accurate allocation of staff costs across projects. Address anomalies and ensure alignment with approved budgets and donor conditions.
\nPBAS Management
\nMonitor and reconcile PBAS commitments to ensure they reflect current budget allocations and donor expectations. Provide regular updates to project teams and flag variances for resolution.
\nCAL Memo and Allocation Oversight
\nMaintain and update the CAL Memo regularly. Analyse CAL re-allocations to ensure they remain within approved limits (3% or below) threshold and are appropriately distributed across cost centres.<\/p>\n
Compliance, Cost Recovery<\/p>\n
Cost Recovery Monitoring
\nTrack cost recovery contributions across all projects. Ensure each project contributes its fair share to support costs, and follow up on gaps or delays in recovery.
\nSystem Troubleshooting and Liaison
\nAct as the finance point of contact for system-related issues. Liaise with Shared Services and GFS to resolve technical challenges and ensure smooth financial operations.<\/p>\n
Audit Support and Documentation<\/p>\n
Prepare and submit financial documentation required for internal and external audits. Provide analysis and clarification on budget execution and system records to support audit queries.<\/p>\n
People Management<\/p>\n
Provide mentorship and oversight to junior finance staff involved in budgeting and system operations. Deliver training sessions on budgeting tools, system usage, and compliance protocols<\/p>\n
Knowledge, Qualifications and Professional Experience<\/p>\n
First degree in Accounting or Finance and \/or professional qualification such as ACCA or CIMA
\nMinimum of 5 years relevant experience in Financial Planning and Budgeting in International NGO
\nKnowledge in Data science and Data analytics preferred
\nIn-depth working knowledge of accounting software packages; Sun Systems, Vision XL and Vision Executive, PowerBI and Power Apps.
\nIn-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and IFRS.
\nExperience in international grant accounting, proposal budget development and reporting
\nKnowledge of how to prepare, review, and present financial statements and financial reports.
\nAble to perform complex financial analyses
\nAble to work with minimum supervision
\nAble to articulate and communicate ideas well verbally and in writing<\/p>\n
