\nThe Higher Education Loans and Scholarships Board (HELSB) is a statutory body established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the administration, granting, investment, payment, and recovery of student loans; provide for the administration and granting of scholarships; facilitate the mobilization of financial resources for loans and scholarships, and provide for matters connected with or incidental to the foregoing.
\nHELSB is inviting competent, enthusiastic, and qualified candidates to apply for the underlisted positions to be based in\u00a0Lusaka, Southern Province (Choma), North-Western Province (Solwezi), and\u00a0Western Province (Mongu)\u00a0on permanent and pensionable terms.
\nAssistant Accountant \u2013 Administration (Lusaka); (1) Position
\na. Job Purpose<\/p>\n
Reporting to Accountant-Administration, undertakes implementation of policies and strategies that ensure effective utilization of financial resources in order to ensure prudent utilization and accountability of funds.
\nb. Principal Accountabilities<\/p>\n
Undertakes effectively the collection of revenue in order to safeguard public funds.
\nUndertakes timely, provision of input submission to facilitate monthly payroll in order to meet conditions of service.
\nUndertakes timely, provision of input to facilitate preparation of financial and management reports in order to facilitate informed decision making.
\nUndertakes periodically, maintenance of the asset register in order to safeguard public assets, payments and maintains up to date record.
\nUndertakes resource mobilisation activities in order to enhance growth and sustainability of the Fund.
\nUndertakes timely development of work plans in order to facilitate monitoring and evaluation of performance.<\/p>\n
c. Qualifications and Experience<\/p>\n
Grade Twelve (12) School Certificate with five (5) credits or better, including Mathematics and English.
\nDiploma in Accountancy or its equivalent.
\nMinimum of one (1) year related job experience.
\nMember of the Zambia Institute of Chartered Accountants.
\nProficiency in MS Office and MS Excel.<\/p>\n

Able to write technical and analytical reports.
\nFluent in English communication.
\nPossesses confidentiality skills, interpersonal skills, integrity, tact\/diplomacy, and computer literacy.<\/p>\n
