The main function of the Institute is to certify and regulate professional conduct of all Procurement and Supply practitioners as well as build capacity for the practitioners in the Purchasing and Supply Profession in Zambia.<br \/>\nThe Institute now seeks to recruit suitable, highly motivated and goal-oriented professionals to fill the position of Membership and Compliance Manager. To further this mission, we are seeking a highly skilled, motivated, and results oriented individual to join our team as the Manager \u2013 Compliance, Membership, and Procurement. The successful candidate will play a critical role in ensuring compliance with legal and professional regulations, managing member activities, and overseeing procurement operations.<br \/>\nJOB PURPOSE<br \/>\nThe Manager \u2013 Compliance, Membership, and Procurement will lead efforts to ensure adherence to the organization\u2019s policies, promote member engagement, and manage procurement activities in line with public procurement regulations.<br \/>\nThe role demands a mix of strategic oversight, operational expertise, and stakeholder relationship management.<br \/>\nKEY RESPONSIBILITIES<br \/>\n1. COMPLIANCE OVERSIGHT<br \/>\nDevelop, implement, and monitor compliance policies, frameworks, and procedures in line with applicable laws and professional standards<br \/>\nEnsure compliance of members with the code of ethics, professional standards, and statutory requirements<br \/>\nInvestigate cases of non-compliance and recommend appropriate actions, including disciplinary measures<br \/>\nLiaise with government agencies, legal entities, and other stakeholders on compliance and regulatory matters<br \/>\nPrepare periodic compliance reports for Council and Management<br \/>\n2. MEMBERSHIP MANAGEMENT<br \/>\nOversee the registration, renewal, and certification processes for members<br \/>\nDevelop and implement strategies to attract, retain, and engage members<br \/>\nMaintain and update a comprehensive membership database, ensuring data accuracy and security<br \/>\nOrganize member events, such as workshops, conferences, and networking sessions, to enhance professional development<br \/>\nAddress inquiries and concerns from members while providing exceptional customer service<br \/>\n3. PROCUREMENT MANAGEMENT<br \/>\nPlan, coordinate, and oversee all procurement processes in line with public procurement laws and internal policies<br \/>\nEnsure cost-effectiveness, transparency, and accountability in all procurement activities<br \/>\nManage vendor relationships, including prequalification, evaluation, and contract negotiations<br \/>\nPrepare annual procurement plans and monitor their implementation<br \/>\nConduct regular audits of procurement processes and develop strategies to mitigate risks<br \/>\n4. REPORTING AND STAKEHOLDER ENGAGEMENT<br \/>\nPrepare and present reports on compliance, membership, and procurement to management and the Council<br \/>\nBuild and maintain relationships with key stakeholders, including regulatory authorities, members, and suppliers<br \/>\nContribute to the development of the organization\u2019s strategic objectives<br \/>\nQUALIFICATIONS AND EXPERIENCE<br \/>\nEDUCATION<br \/>\nBachelor\u2019s degree in Procurement or CIPS Level 6<br \/>\nA Master\u2019s degree in a Supply Chain qualification will be an added advantage<br \/>\nMembership to a recognized professional body, such as the Zambia Institute of Purchasing and Supply (ZIPS) or Chartered Institute of Procurement and Supply (CIPS)<br \/>\nAll Professional and Academic qualifications must be verified by ZAQA<br \/>\nEXPERIENCE<br \/>\nMinimum of 5 years of experience in compliance, membership management, or procurement, with at least 3 years in a managerial role<br \/>\nProven experience in working with regulatory bodies or professional associations is highly desirable<br \/>\nSKILLS AND COMPETENCIES<br \/>\nStrong knowledge of compliance frameworks, procurement laws, and membership engagement strategies<br \/>\nExcellent communication, negotiation, and interpersonal skills<br \/>\nProficiency in membership management systems, procurement software, and Microsoft Office Suite<br \/>\nAnalytical thinking, problem-solving, and decision-making abilities<br \/>\nHigh ethical standards and integrity<br \/>\nKEY ATTRIBUTES<br \/>\nStrategic thinker with the ability to translate plans into actionable outcomes<br \/>\nStrong leadership and team management skills<br \/>\nAbility to handle sensitive and confidential information with discretion<br \/>\nResults-oriented with a focus on delivering value to stakeholders<br \/>\nSharing is Caring!
