1. Purpose of the Job<\/p>\n
To undertake the procurement of goods and services on behalf of the Authority in accordance with the Public\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 Procurement Act, and Procurement Regulations, Guidelines and Procedures prescribed by the Zambia Public Procurement Authority.

\n1\u00a0 \u00a0\u00a0Assists the Procurement Manager with the selection of bidders, public bid openings, bid evaluation, report writing,\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 and final award of contracts;
\n2\u00a0 \u00a0 Assists the Procurement Manager with the preparation of minutes of the Procurement Committee meeting, project\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0review meetings, and other meetings;
\n3\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Prepares draft solicitation and tender documents for goods and general services;<\/p>\n
4\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Sources quotations and evaluates bids, and prepares evaluation sheets and reports for consideration;
\n5\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Implements procurement plans, reviews, and reports relating to maintenance of equipment, infrastructure, etc.
\n6\u00a0 \u00a0 \u00a0 \u00a0 Ensures that Enquiries adequately reflect and protect the interests of the Authority for all procurements of goods\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 and maintenance services;
\n7\u00a0 \u00a0 \u00a0 \u00a0Ensures that suppliers submit required subcontracting plans and financial reports for the attention of\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 the\u00a0Authority;
\n8\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Closes out completed contracts and procurements in a timely manner;
\n9\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Participates in special projects which may contribute to the effectiveness and efficiency of the Procurement Unit;
\n10\u00a0\u00a0\u00a0\u00a0\u00a0 Meets regularly with user departments\u00a0 to enable\u00a0 the Procurement Unit to remain current with departmental\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 \u00a0 needs;
\n11 \u00a0\u00a0\u00a0 Identifies and attends to evident and latent procurement problems that require urgent resolution.
\n12\u00a0\u00a0\u00a0\u00a0\u00a0 Supervises Procurement Officers to ensure effective performance and ethical conduct;
\n13\u00a0\u00a0\u00a0\u00a0\u00a0 Arranges meetings for the opening, evaluation, and awarding of the tenders<\/p>\n

Grade 12
\nb)\u00a0\u00a0Professional\/Academic Qualifications
\nBachelor\u2019s degree in Procurement and Supply Chain Management
\nc)\u00a0Relevant Pre-Job Experience
\nThe job requires above 5 to 7 years of experience.
\nAt this level, the jobholder should have a solid understanding of the job and be able to perform a range of tasks and activities related to the job with a moderate level of skill and autonomy.<\/p>\n
