The Securities and Exchange Commission (SEC) is a body corporate established under the repealed Securities Act, Cap. 354 of the Laws of Zambia and whose existence is continued under the new Securities Act, No. 41 of 2016. SEC has the objective of inter alia regulating and developing the Zambian Capital Markets and is responsible for the supervision and development of the Capital Markets in Zambia as well as the licensing of financial intermediaries, collective investment schemes and securities exchanges, the registration of securities to be issued such as debt and equity instruments, and the authorization of transactions in entities registered with SEC.<\/p>\n
SEC now seeks to recruit qualified Zambians to fill the following positions:
\nManager \u2013 Buildings and Maintenance
\n7.1 Grade: SEC07
\n7.2 Job Purpose
\nTo manage and coordinate the Commission\u2019s building maintenance, renovation and infrastructure development activities in order to ensure that SEC facilities are safe, compliant, cost-effective and aligned with operational requirements.

Infrastructure Management
\nManage maintenance and upkeep of the Commission\u2019s buildings, plant and equipment.<\/p>\n
Renovation and Construction Projects
\nSupervise planning and implementation of renovation and construction works.<\/p>\n
Procurement and Contract Management
\nCoordinate procurement of construction materials and services in line with Public Procurement regulations.<\/p>\n
Technical Oversight and Quality Control
\nProvide technical guidance and supervision to contractors and service providers.<\/p>\n
Facilities Risk and Compliance Management
\nManage infrastructure-related risks, including health and safety compliance requirements.<\/p>\n
Budget and Resource Management
\nDevelop and manage infrastructure and maintenance budgets.<\/p>\n
Reporting
\nPrepare and submit project status, maintenance and performance reports.<\/p>\n
Supervision
\nSupervise human, financial and other resources under the unit.<\/p>\n
7.4 Required Competencies \/ Personal Qualities
\ni. Strong project management and supervisory skills;ii. Sound knowledge of BOQ interpretation, detailing and specifications;iii. Knowledge of Public Procurement procedures and contract management;iv. Infrastructure risk assessment and quality control skills;v. Budgeting and financial management skills;vi. Analytical and problem-solving skills;vii. Good interpersonal and communication skills;viii. Initiative and ability to work with minimal supervision; andix. Computer literacy.
\n7.5 Qualifications \/ Requirements
\n\u2022 Full Grade Twelve (12) School Certificate;\u2022 Bachelor\u2019s degree in civil engineering, Construction Management, Building Science or equivalent;\u2022 Master\u2019s degree in project management, Construction Management, Engineering or Business Administration will be an added advantage; and\u2022 Registered Member of the Engineering Institution of Zambia (EIZ) with a valid practising licence.\u2022 All qualifications must be ZAQA verified.
\n7.6 Minimum Relevant Work Experience
\n\u2022 Minimum of six (6) years\u2019 relevant experience in building maintenance, construction, infrastructure management or project management, of which at least four (4) years should be at supervisory or management level; and\u2022 Experience in managing Government projects, contract administration, infrastructure budgeting and facilities risk management will be an added advantage.
