The role requires a deep understanding of the regulatory landscape governing petroleum retail site development, including compliance with the Energy Regulation Board (ERB), local councils, the Road Development Agency (RDA), ZEMA, WARMA, and other statutory bodies. The executive will build and sustain strategic relationships with government institutions, landowners, and community stakeholders to ensure timely acquisition of permits and approvals, while upholding the highest standards of professional ethics.<br \/>\n2.\u00a0KEY RESPONSIBILITIES<br \/>\nA. Land Identification &amp; Acquisition<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Conduct nationwide surveys to identify strategic land sites suitable for filling station development in both urban and rural areas.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Assess sites against ERB, RDA, and local council zoning and development requirements before recommending to management.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Prepare site evaluation reports including traffic counts, proximity analyses, environmental considerations, and commercial viability assessments.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Source and manage a pipeline of prospective sites and maintain an active property database.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Coordinate with surveyors, valuers, and legal teams to conduct due diligence on identified parcels.<br \/>\nB. Regulatory Compliance &amp; Statutory Liaison<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Develop and maintain strong working relationships with key statutory bodies including:<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Energy Regulation Board (ERB) \u2013 for petroleum retail site licensing and safety compliance.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Local Councils (City, Municipal &amp; District) \u2013 for land use consents, building permits, and planning approvals.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Road Development Agency (RDA) \u2013 for access road, driveway, and setback approvals.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Zambia Environmental Management Agency (ZEMA) \u2013 for environmental impact assessments.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Water Resources Management Authority (WARMA) \u2013 for site drainage and water use approvals.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Zambia Land Alliance &amp; Ministry of Lands \u2013 for title deed verification and land registry compliance.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Track statutory requirements and regulatory changes affecting filling station development and advise management proactively.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Prepare and submit permit applications and follow up diligently to ensure timely approvals.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Liaise with legal counsel to ensure all land agreements, leases, and title documents are properly executed.<br \/>\nC. Negotiation &amp; Transaction Management<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Lead negotiations with landowners, developers, and agents to secure lease or purchase agreements on commercially favourable terms.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Prepare heads of terms, letters of intent, and support the legal team in drafting and reviewing Sale\/Lease Agreements.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Manage all communication and documentation throughout the transaction lifecycle from initial contact to title transfer.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Ensure all negotiations are conducted transparently, ethically, and in the best interest of UNO Energies and the counterparty.<br \/>\nD. Government &amp; Stakeholder Relations<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Build and maintain long-term, trusted relationships with government officials, traditional leaders, ward councillors, and community representatives.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Represent UNO Energies professionally at government offices, council meetings, and stakeholder engagements.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Facilitate community consultations where required as part of the ERB\/ZEMA permit process.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Provide regular briefings to management on the status of government relations and permit timelines.<br \/>\nE. Field Travel &amp; Market Intelligence<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Undertake extensive travel across Zambia, including remote rural and peri-urban areas, to prospect and evaluate land opportunities.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Monitor competitor filling station locations, market trends, and growth corridors to inform site selection strategy.<br \/>\n\u2022\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0Develop regional networks of brokers, local agents, traditional authorities, and community leaders.<br \/>\nF.
