The program is called StrongWomen Strong World (SWSW), it focuses on the empowerment of women and girlsthrough intentionally integrating water, sanitation, and hygiene (WASH) with economicempowerment interventions. World Vision will implement the SWSW project in 3 AreaPrograms (APs), Menyezwa AP in Lupane district, Hwedza AP in Hwedza district and TshitshiMadabe AP in Mangwe district.<\/p>\n<p>Primary Methods : Quantitative and Qualitative<\/p>\n<p>Start and End Dates : July 2025 \u2013 September 2025<\/p>\n<p>BackgroundWorld Vision Zimbabwe (WVZ) is looking for consultancy services for a baseline for one of itswomen and girls empowerment project. The project, entitled \u201cSWSW\u201d will be implemented in 3districts namely Mangwe, Lupane, and Hwedza districts. SWSW is coming in to compliment AreaProgram and grants efforts. The project goal intends to empower women and girls throughintegration of WASH and Livelihoods interventions while main streaming issues of GenderEquality, Disability and Social Inclusion (GEDSI). The project is premised on the fact that, women,girls and other Socially Excluded Groups (SEGs) in rural districts of Zimbabwe have unequal accessto WASH and Livelihoods services compared to men, and they are excluded from participating inactivities involving issues to do with decisions affecting their well-being. Despite their centralrole in the home, women have very little access to information and resources and are oftenexcluded in decision making which is reinforced by deeply entrenched social norms. WASH andLivelihoods interventions addressing access to water, sanitation, hygiene services and increase inincome and food security, often do not sufficiently engage women and other SEGs in the designand implementation processes, resulting in unintended perpetuation of exclusion.<\/p>\n<p>The baseline survey is intended for the project team, community and stakeholders (government,non-government, etc.) to identify areas of disempowerment among women and girls in thetargeted districts.ObjectivesThe baseline approach focuses on the following goal and objectives:\u2022 Objective 1: To understand the current barriers to the empowerment of women and girlsin SWSW project districts\u2022 Objective 2: To assess the potential for planned World Vision activities to address keybarriers to the empowerment of women and girls in SWSW project districts<\/p>\n<p>\t\t\t\tDuties and Responsibilities<br \/>\n\t\t\t\tKey responsibilitiesThe selected consultant will support the following activities:1. Obtain local ethical approvals\/institutional review board (IRB) on necessary protocolsand paperwork. The consultant will need to:a. Have appropriate contacts and knowledge of local IRB and necessary researchlicenses as required<\/p>\n<p>2. Review data collection tools created by World Vision for cultural relevance and facilitatetranslation where necessary for the 3 APs where Shona, and Ndebele are the commonlanguages.3. Hire and manage local data collection teams for both quantitative and qualitativeresearch activities. Required capacities include:a. Ability to hire, pay and supervise qualitative and quantitative data collectorsi. Ability to lead the training of enumeratorsii. Manage and share data in line with confidentiality and data securityprotocols.<\/p>\n<p>b. Ability to secure equipment needed for data collection as needed (e.g.tablets)c. Ability to arrange facilities for enumerator trainingd. Code tablet-based surveys and provide World Vision teams withODK\/ONA\/Kobo Toolbox filese. Conduct qualitative and quantitative data collection according to approvedresearch protocols.f. Provide final report with initial analysis of quantitative datai. Provide accompanying data dictionary\/codebook for single final andcomplete quantitative data sets<\/p>\n<p>g. Provide daily updates on data collection activities during data collection periods,including the number of activities (e.g. surveys, focus group discussions, etc.)carried out, where, and by whom.<\/p>\n<p>3 | P<\/p>\n<p>a g e<\/p>\n<p>h. Provide final debriefing report at end of data collection about the specificactivities completed (e.g. final numbers of activities completed, where, when, bywhom, date ranges, etc.)i. Anticipated are three primary channels for research and learning:4. Co-author and review reports and journal articles, depending on level of contributionand engagement.MethodologyThe selected consultant is required to:\u2022 Prepare a detailed research methodology highlighting the types of quantitative andqualitative data that will be collected.\u2022 Explain the techniques that will be employed to collect this data: such as data sourcesand respondents; sample sizes for both qualitative and quantitative components of thesurvey (and how sample sizes will be calculated).\u2022 Describe the sampling strategy for how key study units will be selected (at AP level,households, individual respondents, other study units such as schools for literacybaselining, etc.). The methodology should also highlight the different samplingtechniques that will be employed and how these techniques will be used to produce arobust methodology.\u2022 It is important to include limitations, ethics\/integrity considerations, data qualityassurance plan and training plans for these teams.\u2022 Finally, the methodology should also highlight the data collection tools that will be used(including processes of development, pre-testing, revision, and finalization)\u2022 The methodology should outline reasons for their choice of different tools, and how thedifferent components of key tools will be integrated to enhance rigor.WVZ role:\u2022 Logistics: Mobilize stakeholders for collection of qualitative and quantitative data usingrelevant tools\u2022 Provide available secondary data for desk review\u2022 Logistics : Transport for consultant and enumerators within project sites\u2022 Facilitate engagements between partnersHuman resources for fieldworkThe consultant is expected: to organize and pay for the training of data collectors, the trainingof data collectors should include sessions on all the questionnaires to be used in the survey andfor pre-testing of questionnaires<\/p>\n<p>4 | P<\/p>\n<p>a g eData analysis and report writing1. The consultant should provide details on the analysis that will be carried out and on theperson\/people responsible for data analysis and the writing of the summary report.2. The research consultant is expected to outline steps that will be taken by the enumeratorteam to ensure collected data is appropriately handled and processed (including thetranscription of qualitative data, the coding\/entry\/analysis of quantitative data and thestorage of data\/management of reports after the end of the baselining process.3. Stating the software that will be used to analyze both qualitative and quantitative dataand the different types of analysis that will be conducted.4. Describe the steps the consultant will take to compile survey reports and other keydissemination products. Describe how the principal reports will be compiled and its keycomponents.5. Bidders are encouraged to innovate and employ creative (and cost- effective ways) toshare highlights of their survey findings.All written documentation is to be submitted in English using PDF in soft copy. The main body of all reports should be written in simple language, with any technical material being presented in annexes.<\/p>\n<p>\t\t\t\tQualifications and Experience<br \/>\n\t\t\t\tThe presentation outline by consultants should include the following:a. How and where they will obtain the ethical approvals\/institutional review board (IRB)stating the board in which they will submit to.<\/p>\n<p>Proposal outlineA suggestive format for the proposal is outlined below:a. Background: Brief background about the objectives of the study should be included inthe proposal.b. Work plan: The proposal should clearly mention details of each and every activity. Thetimeline and person(s) responsible for each activity should be clearly stated.c. Survey design\/sampling plan: The proposal should provide information on the overallsurvey design.d. Training: The proposal should state who will be responsible for training data collectorsand should describe the topics covered, expected duration, and logistics.e. Field team: There should be a clear indication in the proposal of the number ofindividuals needed for data collection, by position.f. Quality control mechanisms during data collection: The proposal should provide asection that details the mechanisms that will be put in place to ensure data quality,clearly specifying steps for data validation. This section may also include supervisorymechanisms for data quality.g. Data analysis and report writing: The proposal should provide details on the analysesthat will be carried out and on the person\/people responsible for data analysis and thewriting of the summary report.h. Contractor division of labor: There should be a section of the proposal that providesinformation on key professionals and their level of effort for the different activities ofthe survey.i. Contractor Expertise: This section of the proposal should highlight past experience ofthe consultant in conducting similar surveys, preferably with complex sample designs inrural communities. The section should mention names, qualifications, and experiencesof all persons who would be involved in various aspects of conducting the survey.j.
