In line with the 2025\u20132029 Strategic Plan, ZELO seeks to strengthen its internal capacity and align its human resources with its evolving programmatic and institutional goals.To this end, ZELO is commissioning a comprehensive skills audit to assess the current skills and competencies within the organisation, identify gaps, and provide actionable recommendations for capacity development and human resource planning.Objectives of the Skills AuditThe main objectives of the skills audit are to:\u2022\tEvaluate the current skills, qualifications, and competencies of ZELO staff.\u2022\tIdentify gaps between existing skills and those required to achieve strategic objectives.\u2022\tInform succession planning, talent development, and recruitment strategies.\u2022\tEnhance alignment between staff capabilities and ZELO\u2019s strategic programmatic areas.\u2022\tSupport a culture of learning, innovation, and continuous improvement.<\/p>\n<p>\t\t\t\tDuties and Responsibilities<br \/>\n\t\t\t\tThe consultant\/team will undertake the following tasks:\u2022\tReview of strategic documents: including ZELO\u2019s Strategic Plan, organogram, job descriptions, past performance assessments, and capacity development plans.\u2022\tDesign and administer skills audit tools (questionnaires, self-assessment forms, interviews, focus group discussions).\u2022\tAssess skills and competencies across the organisation, including management, programme, administrative and support staff.\u2022\tMap current staff competencies against key focus areas of the organisation (e.g., environmental justice, legal reform, climate change, energy governance, extractives governance, policy advocacy, MEAL,financial management, media\/communication, monitoring, evaluation, accountability and learning).\u2022\tIdentify skills gaps and emerging needs  or trends, for instance related to digital advocacy, gender mainstreaming, Environmental, Social Governance (ESG) reporting, systems thinking, organisational learning, and adaptive leadership.\u2022\tDevelop a skills profile matrix and recommendations for individual and organisational capacity development.\u2022\tFacilitate validation sessions to review and refine findings with staff and management.\u2022\tProduce a final report detailing findings, skills gap analysis, and actionable recommendations.Methodology overview\u2022\tThe consultant is expected to propose a participatory and inclusive methodology that combines:\u2022\tDocument review\u2022\tStructured questionnaires or online surveys\u2022\tOne-on-one interviews and\/or focus group discussions with ZELO staff\u2022\tSelf and peer assessments\u2022\tSWOT or gap analysisDeliverablesThe consultant shall produce the following key deliverables:\u2022\tInception Report detailing the approach, methodology, tools, and work plan.\u2022\tDraft Skills Audit Report with preliminary findings and skills matrix.\u2022\tFacilitation of Validation Workshop with ZELO staff and management.\u2022\tFinal Skills Audit Report, including:\u2022\tCurrent skills inventory\u2022\tSkills gap analysis\u2022\tRecommendations for training, recruitment, succession, and performance development\u2022\tSkills development\/strengthening roadmapDuration and Timeline\u2022\tThe assignment will run for a total of 30 working days spread over 4\u20136 weeks,<\/p>\n<p>\t\t\t\tQualifications and Experience<br \/>\n\t\t\t\tQualifications and ExperienceThe consultant or team should possess the following:\u2022\tProven experience in conducting Human resource audits or organisational capacity assessments.\u2022\tKnowledge of organisational development, HR systems, and strategic workforce planning.\u2022\tFamiliarity with civil society operations, especially environmental and governance-focused NGOs.\u2022\tStrong facilitation, analysis, and reporting skills.\u2022\tKnowledge of ZELO\u2019s thematic areas will be an added advantage.Reporting and Supervision\u2022\tThe consultant will report to ZELO\u2019s Finance and Administration Manager or designated representative and work closely with the Management Team.Competencies:\u2022\tPrior experience or track record working with an organisation or organisations, focused on environmental governance is an advantage. \u2022\tFluency in English, both verbal and written, is required<\/p>\n<p>\t\t\t\tHow to Apply<br \/>\n\t\t\t\t\u2022\tInterested individuals or firms should submit:\u2022\tA technical and financial proposal with a cover letter clarifying the assignment title\u2022\tUpdated CV(s) of the consultant(s)\u2022\tAt least two references from similar assignments\u2022\tSample of a previous skills audit or similar assessmentSend the following information by email to procurementzw@gmail.com .
