During the 2008\u201309 cholera epidemic, its work in Zimbabwe included health, water, and sanitation interventions for the affected populations. International Medical Corps has delivered quality water, sanitation, and hygiene services to crisis-affected populations in poor and crisis-affected rural communities. The interventions aim to improve access to clean drinking water and reduce the spread of waterborne disease.Call for ConsultantsInternational Medical Corps is inviting applicants from qualified and experienced consultants or firms toundertake summative evaluation for an Emergency WASH project in Masvingo Province.The goal of thisintervention is: To mitigate the effects of El Ni\u00f1o-induced poor access to safe water, inadequate sanitation, and poor hygiene practices in Masvingo Province.The project improved access to safe and reliable water services through the drilling of new groundwatersources, solarization of both new and existing water points, and rehabilitation of communal water infrastructure. It strengthened the sustainability of these services by building local capacity at multiple levels, including the training of community structures, technical personnel, and government committeesin community-based management and risk-informed WASH practices.The initiative enhanced community ownership and long-term functionality of water systems by equippingwater point committees, pump minders, and caretakers with operation and maintenance skills for bothmanual and solarized systems. It also promoted weather-resilient and environmentally sustainableapproaches to water and sanitation management through targeted training of district- and ward-levelstakeholders.In addition, the project supported improved hygiene and public health outcomes by training frontline staffand community facilitators in participatory health and hygiene education approaches, and by establishingand revitalizing community health clubs to drive behavior change. Advocacy and awareness efforts werereinforced through the commemoration of key WASH events, contributing to increased communityengagement and social accountability.Thus, International Medical Corps seek to conduct a summative evaluation and comprehensively analyzethe project&#8217;s achievements, challenges, and overall performance. It will assess how well the projectobjectives were met, the extent to which the targeted beneficiaries have benefited from the interventionsand the sustainability of the project&#8217;s outcomes. Furthermore, the evaluation will assess the project&#8217;srelevance, efficiency, coordination, and management, highlighting the strengths and weaknesses of theimplementation approachEvaluation PurposeThis evaluation aims to assess the effectiveness, impact, and sustainability of the Water, Sanitation, andHygiene (WASH) project implemented by International Medical Corps. Additionally, it seeks to identify1lessons learned throughout the project implementation process and provide recommendations for futureinterventions. The specific objectives of the evaluation are as follows: <\/p>\n<p>1. To assess the relevance of the project design, the appropriateness of the selected strategies andinterventions, and the effectiveness of the approaches used to address WASH issues.2.  To assess the overall achievement in delivering the project\u2019s results and explore the project&#8217;spositive and negative impacts, considering both intended and unintended consequences.3.  To document lessons learned throughout the project implementation and highlight successfulstrategies, innovative approaches, and best practices that can be replicated or scaled up in futureinterventions, identify challenges and obstacles encountered during the implementation andprovide recommendations to address them effectively.<\/p>\n<p>Assessment LocationThe evaluation will be undertaken in Masvingo Province (Bikita, Gutu, Mwenezi, Chivi and MasvingoRural District) where the current emergency WASH project is being implemented.<\/p>\n<p>\t\t\t\tDuties and Responsibilities<br \/>\n\t\t\t\tRoles and ResponsibilitiesThe Consultant: The major role of the consultant is to coordinate the evaluation team members as theyconduct the work across the five target districts. The Consultant will be responsible for:\u2022 Gathering of all the secondary program documents necessary for desk reviews of the evaluationteam (i.e. program design documents, TOC, Baseline report, monthly, semi- annual and annual program reports, activity reports, monitoring and support supervision reports, RDQA reports,databases for rehabilitated and solarised waterpoints, M\/E plan, and ITTs).\u2022 Proposing the most relevant and reliable methodology and design of the evaluation.\u2022 This position will design data collection tools\/questionnaires and translate tools into the locallanguage for standardization and to ensure that all evaluation team members administer toolsin the same way at different settings.\u2022 Lead tool training for enumerators.\u2022 Supervise the collection of data.\u2022 Analyze data and present preliminary findings to International Medical Corps and relevantstakeholders.\u2022 Compile and submit quality and comprehensive assessment reports, including a detailed Preliminary Report for review by IMC and a final assessment report incorporating applicable feedback.\u2022 Identify relevant sector actors and their gaps and possible future intervention in each district(who, where, what, and when).\u2022 Submit the datasets<\/p>\n<p>\t\t\t\tQualifications and Experience<br \/>\n\t\t\t\tGlobal Positioning System (GPS) coordinates for all study sites (including all waterpoints visited and households interviewed.<\/p>\n<p>Required ExpertiseThe expert or consultancy firm must have at minimum a Master&#8217;s degree in one of the following PublicHealth (MPH), Environmental Health \/ Environmental Engineering, Water Resources Management, Development Studies \/ International Development or Monitoring and Evaluation \/ Applied Social Sciencesor related discipline. The lead consultant should have a minimum 7\u201310 years\u2019 experience in development project evaluation working with NGOs, INGOs and\/ UN system. Have proven experience asa lead consultant for summative\/final and experience in qualitative and quantitative data collection and analysis. <\/p>\n<p>The consultant should have:o Education at a Master\u2019s degree level is mandatory; PhD is an advantage.o Proven experience in conducting evaluations in the WASH sector. Substantial hands-on WASH experience (minimum 5\u20137 years), covering, Water supply systems (boreholes, piped schemes,water treatment, Sanitation (CLTS, institutional sanitation, and Hygiene behavior change (HBC)o Experience using mixed methods in data collection.o Strong command of English and knowledge of local languages (i.e., Shona).o Experience in the use of mobile data collection and mapping of GPS Coordinates.o Commitment to and understanding internationally recognized child protection values and principles, and a commitment to abide by the International Medical Corps Prevention of Sexual Exploitation and Abuse policy.<\/p>\n<p>\t\t\t\tHow to Apply<br \/>\n\t\t\t\tTimeframe:The evaluator is expected to execute the assignment within 35 days, including the submission of thefinal evaluation report.Application RequirementsAll expressions of interest should include:\u2022 A technical proposal (maximum of 10 pages), highlighting the scope of work, experience, andqualifications, as well as a brief explanation on understanding the Terms of Reference. An analysisframework and evaluation plan should also accompany this.\u2022Financial proposal in US dollars (US$): the financial proposal should provide cost estimates for servicesrendered.\u2022 Proof of previous work done, in the form of hard copies of at least three (3) reports producedfor previous work done from maximum the last 7 years.\u2022 The consultant should be prepared to make a presentation to International Medical Corps andstakeholders on how they propose to carry out the assessment.
