The Citizen Entrepreneurial Development Agency (CEDA) invites suitably qualified internal employees to apply for the position of HEAD OF TREASURY & CAPITAL MARKETS. This senior leadership role is suited to a strategic, commercially astute, and results-driven professional who understands the critical role of treasury management, capital mobilization, and financial sustainability in supporting organisational growth and long-term resilience.
The successful candidate will lead the Agency’s treasury and capital markets function, with responsibility for capital raising initiatives, liquidity management, funding strategies, stakeholder engagement, and financial market positioning. The role requires a forward-looking and analytical leader capable of strengthening the Agency’s financial position through innovative financing solutions and sound treasury governance.

Key Responsibilities

To build and lead a fit-for-purpose treasury function and to originate, structure and execute capital raising initiatives that support CEDA’s mandate and long-term sustainability.
This is a high impact leadership role at the centre of balance sheet strategy, funding, liquidity, market risk and stakeholder engagement.

AML/CFT awareness

Requirements

Bachelor’s degree in Finance, Economics, Banking, Business Administration, or a related field.
Master’s degree in Finance, Economics, or Business Administration is highly desirable.
Chartered Financial Analyst (CFA) Charterholder
Full membership of a recognized professional finance or treasury body (e.g., ACT, CFA, ACCA, CIMA) is an added advantage
Membership of the Botswana Institute of Chartered Accountants (BICA) is an advantage.
ACI Dealing Certificates/ACI Diploma
Minimum of 10 years in treasury, corporate finance, or investment banking, with at least 5 years at senior or executive level.
Proven track record in capital raising, structured financing, liquidity management, and negotiating large-scale funding agreements.
Experience in the financial services or development finance sector preferred.
