The responsibilities of the Office of the Premier are to oversee the administration of provincial legislation and national legislation within the functional ar… read moreeas listed in Schedule 4 or 5 and national legislation outside those listed in Schedule 4 or 5 which have been assigned to the province in terms of Acts of the Provincial Legislature/Parliament; coordinate the preparation and initiation of provincial legislation; coordinate the functions of the provincial administration and its departments; manage performance of the provincial administration, and monitor and evaluate service delivery and governance in the province; develop and oversee the implementation of policy and planning in the province; and strengthen intra and intergovernmental relations, as well as international relations.
RESPONSIBILITIES:
The successful candidate will be required to:
Coordinate the resolution of service delivery complaints.
Coordinate and monitor the implementation of the Khaedu deployment Programme in the province.
Provide support in the coordination of evaluations through the Departmental Evaluation Plan and the Provincial Evaluation Plan.
Monitor and ensure Implementation of commitments raised during EXCO Outreach Programmes.
Provide support in the execution of the provincial customer surveys.
Prerequisites
REQUIREMENTS:
A National Senior Certificate / equivalent plus an appropriate undergraduate qualification (NQF 6) in
Social Sciences / Public Administration or any equivalent qualification in the relevant field / area as recognized by the South African Qualification Authority (SAQA).
A minimum of three (3) years’ experience in Service Delivery Intervention / Improvement / Monitoring and Evaluation at a Supervisory level.
A valid driver’s license except for people with disabilities.

Sound and in-depth knowledge of relevant prescripts, applicable to service delivery improvement/interventions, monitoring & evaluation and as well as understanding of the legislative framework governing the field such as Chapter 10 of the Constitution of the Republic of South Africa (Act 108 of 1996), Batho Pele Principles, Framework plan for government-wide monitoring & evaluation (2005), Mandate for Province-Wide Monitoring and Evaluation System (PWMES), Policy framework for Government-Wide Monitoring and Evaluation System (2007), Guide to Monitoring and Evaluation good Practice for Premier’s Office (2008), Framework for Managing Programme Performance Information (2007), Stats SA SASQAF, Provincial Monitoring and Evaluation Framework, National Evaluation Policy Framework (2019), White Paper on Transforming Public Service Delivery (1997), DPSA Complaints Management Framework, etc.
