The expansion of university education in Zimbabwe is part of government policy adopted at the onset of independence.
Job Description
Applications are invited from suitably qualified and experienced persons for the following posts.
Duties and Responsibilities
Duties and Responsibilities Superintends the procurement of materials, services and supplies and ensures complianceto relative legislation and statutes. Championing the development and the implementation of the procurement plan for theUniversity. Formulation of internal controls around the procurement cycle and identification andmanagement of risks associated with procurement. Accurately and timeously advising the Vice-Chancellor on all procurement issues. Preparing bidding documents in compliance with provisions of the Public Procurementand Disposal of Public Assets Act [Chapter 22:23]. Managing bidding processes, bidding meetings, clarifications and receipt and opening ofbids. Managing the evaluation of bids and any post-qualification negotiations required. Advising and actively participating in the evaluation committee. Preparing evaluation reports, including contract award recommendations, wherenecessary. Submitting all evaluation reports to the Accounting Officer, with confirmation that theprocedure followed has complied with the Procurement Act. Preparing contract documents and amendments. Managing procurement contracts. Preparing procurement reports and submitting them to the Vice-Chancellor. Any other duties as assigned by the Vice-Chancellor.
Qualifications and Experience
Qualifications and ExperienceApplicants must be in possession of a Degree in Purchasing and Supply and a Masters’Degree in Purchasing and Supply. In addition, applicants must have at least eight (8) years’post-qualification relevant experience in Purchasing and Supply, of which five (5) yearsshould be at managerial level, within a university or higher education institution environment
