Overall Purpose:

The main purpose of this role is to assist the stocks controller in monitoring and controlling stocks for our vegetable oil operations assets in the Oilseeds Asset in Mombasa.
Assist in monitoring all receipt cargo from ship operations, transfers from external facilities or internal tanks, measurement of stocks in tanks to determine outturn, monitor load outs to clients’ trucks and wagon, transfer out to other facilities or internal tanks. Closely monitor and track any deviations between the book and physical balance.
Assist to create and maintain accurate client records, client cargo balances, and client cargo movements.
Assist in monitoring the performance of the weighbridge, tank measurement equipment, and coordinate with personnel involved to ensure stocks accuracy.
Report any deviation in performances of tank vs weighbridge vs tank measurement equipment to management.
Ensure the products are delivered to the right clients/transporters on time, to the quality and quality required, and within the agreed contractual parameters.
Assist the management of the asset in ensuring client and transporter needs are met by closely coordinating with the relevant stakeholders.
Assist in planning daily logistics activities such as product receipt, dispatch, transfer under storage, ensuring best in class management skills to promote effectiveness. Assist in planning ship operations activities such product receipt or loading.

Main Responsibilities:

Accountable for the stocks keeping at asset. Includes creation of stocks sheet, updating cargo receipt, cargo dispatch, and cargo transfers between tanks and between facilities.
Accountable for any cargo discrepancies during cargo receipt, dispatch, or transfer. Should account for any discrepancy, be it positive or negative, providing justification and root causes for deviations to management
Accountable for timely sharing of stocks reports to internal and external stakeholders ensuring accuracy at all times
Accountable for updating the terminal inventory management system on client and customs releases, and managing manual and electronic filing of the same
Accountable for managing and maintaining equipment used for stocks measurements e.g tank dipping tapes, thermometers, and weighbridge. To coordinate with relevant departments to ensure the equipments are calibrated and kept in good condition
Take lead during stock take exercises on daily, monthly, yearly and zero out times. To thereafter prepare reports for closing out said exercises.
Ensure compliance with safety, environmental, and regulatory standards while promoting continuous improvement in logistics processes.
Ensure all operations meet FOSFA and PORAM recommended practices and aligned with LDC group business strategies and commitments to clients and transporters.
Ensure operations activities aligned with requirements for Customs Bonded Facilities as per EACCMA regulations.
Ensure accurate stocks are maintained by closely monitoring tank movements, weighbridge weights, and tank gauging equipment.
Coordinate with asset management, operations, execution and commercial teams on receipt, and release of cargo with all required documentation in place.

Strategy and Development:

Contribute to the creation and implementation of stocks management best practices, SHE and PSM practices, Customer Service and Centricity, logistics best practices, Energy and Sustainability initiatives, Customs Bonded Facilities management.
Contribute to cost saving practices across the asset processes to promote profitability while eliminating process wastes

General and Task Management:

Checking the line-up, monitoring of Tank parameters through ATG readings, tank preparation for dispatch to various units and to offsite terminals (rail and road terminal & marine terminal), which includes tank settling, mixing, product sampling, Monitoring pumps,
Routine checkup of area for any abnormality.
Actively attending fire/safety training programs
Assist in guiding blending activities related to product
Watch out levels & temperatures closely for all products and make sure all is maintained in accordance to FOSFA.
Report any issues for the Tank management system for maintenance team keeping system operate to standard always.
Ensures all cargo releases are in order before delivery is commenced.
Updating Daily stocks per vessel, client, tanks, showing physical stocks and balances.
Make sure outturn is done in accordance to Fosfa guidelines such as temperatures.
Coordinate with Customs and agents for receiving the customs releases.
Report losses identifying root cause e.g slope tanks, weigh bridge, tank delivery etc.
Support with finance and reconcile numbers having the zero out process done at the year end
Assist in planning, managing and evaluating stocks management liaising with internal stakeholders, suppliers, logistics providers, transportation companies and customers
Assist in creating and implementing best practice stocks management principles, policies and processes across the organization to improve performance and accuracy
Monitor quality, quantity, delivery times, and coordination with internal and external stakeholders for our own asset and leased assets.
Monitor daily stocks movements on the book Vs physical stocks and ensure no variances between Tank deliveries and weigh bridge by working closely with stocks personnel.
Ensure all tanks and their valves are secured and loading points as at loading gantry only.
Report any spillage and work on action to avoid recurrent from vessel or loading to trucks .
Resolve problems concerning stocks systems, terminal inventory management systems, logistics systems, imports or exports or KRA issues and requirements .
Ensure FIFO is being followed as part of quality management initiatives.
Support continuous improvement initiatives and identify inefficiencies and cost and time optimization opportunities
Ensure the integrity of inventory accuracy and manage stock movements
Identify and resolve any inventory discrepancies and ensure inventory and system records are aligned
Keep track of slow moving stock and to ensure old stock balances are monitored and reported.
Identify savings by removing waste/spillages or unnecessary steps in the logistics process
Interpret trends and analyze and review data. Provide meaningful logistics data to others in the organization to aid customer service and cost improvements
Ensure IT systems in place are effective, maintained and accurate
Ensure metrics, reports, and process documentation is available.
Have the experience for creating discharge plan for ships to our shore tank terminal within the planned durations to avoid any demurrages
Have know how for spillages control, monitoring system losses, and generating solutions for that.  
Ensure efficient and strategic product allocations at owned and leased terminals considering insulated and non insulated products, ease of access by transporters, customs processes, and loading capabilities by each facility.
Communicate with vessel crew ,Surveyors, and agents aligning the discharge sequence which shall ensure no demurrages for our vessels by using maximum lines for discharge, creating efficient discharge sequences, and planning receiving tanks.  
Ensure proper filing for all inspections,stocks ,dips for all facilities both physically and electronically.
Ensure all tanks are sealed for all facilities after being inspected and boxed and no transfer to commence without asset manager approval.
Coordinate wagon loading activities ensuring alignment with receiving facility.

Qualifications

Experience:

3-5 years experience in a bulk storage terminal or warehouse, port operations, or similar experience.

Knowledge:

Education:

Degree certificate in Logistics Management, Warehouse Operations,  or a relevant field.
