Website West Indian Ocean Cable Company (WIOCC)
Firmly established as Africa’s carriers’ carrier, award-winning capacity wholesaler WIOCC provides international and African telcos and ISPs with unrivalled high-speed, resilient and diverse capacity into, within and out of Africa. In November 2012 (at Africa Com), WIOCC won the Best Pan-African… read more Initiative Award for building an unparalleled, diversity-rich, high-capacity African network which seamlessly links more than 50,000km of terrestrial fibre and in excess of 40,000km of submarine cable – with landings all around the continent. WIOCC’s unrivalled network gives carriers access to affordable, reliable, high-speed connectivity to and from over 400 locations across 30 African countries, as well as to 100 cities in 29 countries in Europe and more than 700 cities in 70 countries globally. To address the proliferation of international and terrestrial links, and the challenge this presents to carriers and ISPs looking to improve their own network resilience and performance (by building in additional diversity), WIOCC developed an attractive one-stop-shop, end-to-end managed service solution. Simpler and much more convenient than having to deal direct with multiple operators, WIOCC’s one-stop-shop solution shields customers from much of the complexity associated with delivering reliable high-performance international connections into, out of and within Africa.
Job Objective:
The IP Network Planner is responsible for designing, planning, documenting and optimizing IP networks across core, aggregation and access domains. The role ensures scalable, resilient and high‑performance network infrastructure by producing high‑quality architectural designs (HLDs/LLDs), forecasting capacity, maintaining accurate network records and guiding end‑to‑end implementation in collaboration with cross‑functional engineering teams.
Reporting Line: Principal IP Architect
Key Duties and Responsibilities
IP Network Design and Architecture
Plan, design and optimize IP/MPLS networks across core, edge, aggregation, and data‑center environments
Develop resilient routing architectures including BGP, IS‑IS/OSPF, MPLS L2/L3 services, Internet transit and peering strategies
Produce architectural deliverables such as capacity models, traffic‑engineering approaches, redundancy frameworks and service‑specific infrastructure blueprints
High‑Level and Low‑Level Design Documentation (HLD/LLD)
Create comprehensive High‑Level Designs (HLDs) describing architectural intent, technology selection, network topology, inter‑domain integration, performance assumptions and scalability plans
Develop detailed Low‑Level Designs (LLDs) including IP addressing plans, interface‑level specifications, routing policies, protocol configurations, traffic‑engineering parameters and implementation workflows
Ensure all design documentation adheres to internal engineering standards, quality controls and compliance requirements
Implementation Oversight and Delivery Assurance
Oversee the full implementation lifecycle of IP network solutions
Collaborate with Field Engineering, Network Operations, NOC, PMO and suppliers to validate deployments
Conduct design sign‑off, engineering governance and post‑implementation verification
Ensure implementation updates are reflected in planning systems and network inventory platforms
Capacity, Resource and Inventory Planning
Forecast IP network capacity needs across routing, switching, traffic flows and peering/transit services
Conduct audits on IP network utilization and resource allocation
Maintain accurate network inventory including addressing schemes, interfaces, ports, configurations
Documentation, Compliance and Governance
Maintain updated technical documentation including diagrams, routing policies, service delivery models
Help refine company network planning standards, policies and procedures
