Overarching responsibilities “Main goals”
Terre des hommes (Tdh) engages and works with public and private actors to strengthen child protection and promote children’s rights in business strategies, operations and value chains. As part of the Child Protection (CP) sector, a Child Rights and Business team, led by the Global Child Rights and Business (CRB) Advisor based in Tdh’s country office in Nairobi, Kenya provides expertise and implements initiatives on CRB globally.
Under the direct supervision of the Finance and Administration Coordinator of Kenya Country Office and the functional supervision of the Global CRB Advisor and the HQ & Grants Financial Specialist, the Senior Finance Officer ensures the production of financial deliverables for all CRB contracts managed by the CRB team, as well as financial support on other CRB initiatives led by the CRB team.
The Senior Finance Officer is responsible for ensuring the efficient implementation of financial management processes within the delegation and/or assigned projects. He/she oversees the quality of accounting, budget monitoring, financial reporting, and compliance with Tdh policies, donor regulations, and statutory requirements. The Senior Finance Officer plays a key role in maintaining strong internal controls and supporting sound financial decision-making. He/she provides technical and contributes to the continuous improvement of financial systems and procedures. He/she ensures the accuracy and reliability of financial data and contributes to the timely preparation of internal and external financial reports.
For the 75% of the level of effort allocated to the CRB area of work, the Senior Finance Officer drafts and agrees on the work plan and priorities with his/her functional supervisors.
Specific Responsibilities/Context of “tasks”
Financial Management – CRB Programs
Under the functional link and support of
HQ & Grants Financial Specialist
Ensure the production of financial deliverables as per Tdh’s internal calendar and as per donors’ requirements for CRB programs. This includes but is not limited to:
Annual budgeting: ensuring annual budget for CRB is well reflected and realistic
Donors’ budgeting: prepare and or participate in budget proposal when requested
Donors’ reporting and installment follow up: as per contractual agreements, prepare and submit reports and invoice on time and update the payments tracker.
Monthly financial monitoring: provide monthly FMT (Financial Monitoring Tool) update and ensure the monthly review of allocations.
Monthly accounting: review in details the accountancy and fill-in the reallocation form when needed with HQ and/or Kenya Country Office. Provide the credit card reconciliations along with the receipts to HQ.
Optimize the use of resources for the CRB programs.
Guide and support CRB team in the budget follow up and/or in the preparation of budget proposal, expenses allocation and codification.
Lead on the development, preparation and calculation of cost analyses for CRB models, approaches and tools
Contribute to strategic planning for the CRB program team and ensure to share information on financial risks and to propose mitigation measures.
Ensure high quality and accuracy of the financial data transmitted to HQ and/or donors.
Ensure the application of donors’ / contractors’ rules and regulations for each financing contracts.
Ensure continuous and efficient communication and updates with Kenya Finance Coordinator and HQ Finance.
Send out and track payment of invoices, preparing budgets for potential private sector partners, etc.
Financial accounting
Under the direct managerial link and support of Finance & Administrative Coordinator in Kenya
Approval and validation of PSRs, LPO’s and payment vouchers as per the company profile threshold
Daily update of transactions on SAGA accounting software
Perform monthly reconciliation of bank and other GL accounts
Prepare monthly BFUs and support the Finance & admin coordinator to ensure monthly budget follow ups for Kakuma, Dadaab and Kiambu offices in close collaboration with the Project Managers.
Ensure consistent and accurate archiving of finance documents
Compliance and Audits Management
Ensure there is appropriate documentation and record-keeping in country and that expenses are in line with Tdh’s and donors’ processes.
Ensure compliance with local laws and regulations (registration, NGO/charity laws, government bilateral agreements).
Collaborate on the preparation of documents for financial/annual audits
Support the implementation of internal and external audit recommendations.

Required conditions
Training/Qualifications
·       BA Degree in Accounting and Finance, Business Administration, or other relevant discipline field from an accredited academic institution.
·       Chartered Accountant (CPA, ACMA, ACA, ACCA)
·       Experience of minimum 5 years in program cycle management, preferably in an international NGO/Institution.
Experience
·       Management experience in financial management of funds from institutional donors, such as UN agencies, SDC, ECHO, EU, DFID, USAID. Excellent planning skills, and a sound understanding of
·       Program Cycle Management in development or emergency and protracted crises environments
·       Strong analytical and financial literacy skills.
·       Corporate social sustainability, and agricultural supply chains would be an added advantage
Languages
·       Excellent personal communication skills, in written and verbal English, knowledge of French and/or Spanish would be an asset
Other
·       Experience with child protection/human rights is an asset.
·       Good administrative and numerical skills and attention to details.
·       Proven analytical skills and the ability to think strategically in relation to fund- raising and donor engagement
