  • Junior Legal Counsel at Selcom Microfinance Bank

    Duties and Responsibilities:
    · Execute Bank’s operations in compliance with the law and that Bank’s interest is fully protected at all times.
    · Legal representation in Courts of Law for defence and prosecuting civil suits in the best interest of the bank.
    · Coordinate, support and conduct recovery activities including; assisting in conducting investigation, providing technical guidance in handling recoveries; updating credit & recovery status of court orders restraining the bank. Make a close follow up to see the bank recovers its Monies.
    · Represent the Bank in Auctions and coordinate with Auctioneers to ensure respective collaterals are auctioned per the law and as per bank procedure. Handling customer interactions to maximize cash recoveries and ensure recovery action is appropriate to the customer’s circumstances
    · Manage the daily activities, schedules, diaries and documents of the team, as needed and have a strong ability to prioritize multiple requirements while being an excellent team player.

    · Provide fast response and work with utmost discretion and confidentiality and provide effective positive feedback/ reports to supervisor on the status of legal activities
    · Ensure record keeping and tasks/case tracking is done and providing reports to supervisor on the status of legal activities.
    · Timely execute all assigned tasks and assignment.
    · Ensure drafting, review and monitoring of the Bank’s Legal documents (e.g Pleadings etc)
    Selection Criteria and Qualifications

    Minimum of 1-year experience in the same field.
    Honest person with high integrity and independence who will observe professional ethics in executing his/her duties

    § Registered Advocate of the High Court of Tanzania.

    Ability to use Microsoft Word, Excel and basic computer software
    Ability to work well independently as well as with others
    Ability to prioritize Bank tasks according to their operational and strategic importance

    Qualification requirements

    Ability to train less experienced members of the staff.
    Maintain a safe working practice and environment.

    5 years of progressive UG experience in the mining industry including experience UG drilling and blasting activities

    Understanding of blast management practices including designs, vibration, noise & fume monitoring, and continuous improvement processes.

    Responsibilities

    Qualification requirements

    MAIN PURPOSE
     
    In accordance with the Liwale Group B Streptococcus (GBS) study needs, provide obstetrical care to pregnant women involved in the study and their babies, doing follow up before, during and after delivery, according to the study protocol, MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of the activity manager, in order to ensure their health conditions and avoid post-delivery complications
     
    ACCOUNTABILITIES
    o    Ensuring the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
    o    Where PMTCT is implemented, ensuring implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling
    o    Collaborating with the MWAM, medical doctor and /or nurse in the management of Sexual Violence cases
    o    Assessing the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
    o    Ensuring hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.
    o    Performing cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
    o    Guaranteeing a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.
    o    Properly following up all newborn babies from delivery until discharge, informing mothers and relatives about importance of breast feeding, vaccination and possible complications resulting from harmful traditional practices
    o    Ensuring patients’ right to privacy and confidentiality is respected.
    o    Supervising that administrative procedures of admissions and hospitalizations comply with MSF protocols, as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc
    o    Participatingin the organisation of the ward in collaboration with other midwifes and the maternity ward supervisor. Ensure transfer of relevant information to the next shift team (specially identifying risk cases)

    MSF SECTION/ CONTEXT SPECIFIC ACCOUNTABILITIES
    o    the needs of the Liwale GBS study, collect study data and samples following the study protocol and guidelines and ensure that data collected is stored and reported timely to the activity manager.
    o    Conduct consent procedures for study participants in strict compliance with the study protocol.

    MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. During the emergency phase MSF expanded medical and water/sanitation activities to all three refugee camps in the region.
    Liwale project officially launched in December 2022, Liwale project is an integrated project supporting MoH in Community based, Primary and Secondary health care for mother and child under 5. MSF is currently supporting 7 health facilities including 4 secondary health care facilities (1 district hospital, 3 health centres) where CEmONC are offered and 3 primary health care where BEmONC are offered. This support includes facilitation for recruitment of 102 health care workers including 50 community health care workers, medical supply, empowerment of team (trainings, team management, quality of care improvement), referrals, Watsan activities and rehabilitations.

    Function

    The Program Operations Lead – East Africa will provide operational leadership and support to Heifer’s programs in East African country offices to improve accountability, team unity, project planning, performance and delivery, reporting, project development and risk management, performance and evaluation.

    S/he will support the development and monitoring of 5P activities and implement country-specific and cross-region new business strategies that align Heifer’s programmatic priorities with funder priorities. The Lead will work with the East African country program leaders to improve timely program reporting, achievement of country-level KPIs, and partnership development and management, with the ultimate goal of moving families out of poverty. S/he will provide end-to-end operational support in the effective administration of country programs to support Heifer’s mission and signature programs. The Program Operations Lead – East Africa will report to the Senior Director, Africa Programs – Operations.

    Responsibilities and Deliverables
     
    A. Strategy Implementation, Program Administration, Systems Strengthening & Coherence Building (30%)

    Support and ensure achievement and timely reporting of assigned country-level KPIs.
    Work with Regional Program leadership to provide leadership and support to assigned Country Program teams in establishing policies and procedures in administration and management capacity-building.
    Ensure assigned country program operations follow Heifer and local policies and procedures consistently.

    Ensure compliance with Heifer and donor program and project guidelines, including transparency, policy compliance, and accountability to donors and external stakeholders.
    Support the effective management of new partnerships and the nurturing of existing ones in assigned country programs.
    Provide strategic support in the development and adoption of standardized approaches, practices, tools, and measurements in partnership and capacity strengthening.

    BACKGROUND:
    Established in 1948, The International Union for Conservation of Nature (IUCN) is a membership Union composed of both government and civil society organizations. It harnesses the experience, resources and reach of its more than 1,300 Member organizations and the input of more than 10,000 experts. IUCN is the global authority on the status of the natural world and the measures needed to safeguard it.
    IUCN has had its operations in Tanzania for more than four decades working with many partners and supporters to implement a large and diverse portfolio of conservation projects ranging from management of protected areas, forest ecosystems, coastal resources, aquatic ecosystems, and climate change resilience. IUCN/Tanzania, among other projects, is currently implementing the activity, “Scaling-up Nature-based Solutions for Climate Change Resilience in Tanzania” (RESOLVE-NbS).
    RESOLVE NbS focuses on the deployment of NbS to address challenges posed by changing climatic conditions to enhance the resilience of social and ecological systems. The activity targets on the ground implementation to demonstrate the contribution and impact of NbS in the implementation of Tanzania’s ambitious climate resilience goals as stipulated in the Tanzania’s NDC of reducing emissions between 30-35% by 2030 and restoring 5.2 million hectares by 2030. The priority sectors are biodiversity and natural resources management, business and climate finance.
    Specifically, the project intends to:
    i. Enhance awareness, capacity, and knowledge management for improved NbS planning, mainstreaming and implementation.
    ii. Implement NbS for ecosystem-based adaptation (EbA), disaster risk reduction and mitigation through pilot and scale-up projects and contribute to conservation, sustainable management, and restoration of natural ecosystems.
    iii. Integrate gender-sensitive NbS and climate-smart planning into adaptation and disaster reduction policies, strategies, and plans.
    Based on the above background, IUCN Tanzania is seeking to recruit a Programme Officer, Natural Resources Management (NRM) to support the execution of Resolve NbS project that will be implemented in Morogoro and Iringa regions.
    JOB DESCRIPTION
    MAJOR RESPONSIBILITIES:
    Under direct supervision of the Programme Manager, the Programme Officer, Natural Resources Management will primarily be responsible for the overall implementation of RESOLVE NbS project in the Morogoro and Iringa regions, working closely and supporting Local Government Authorities and Implementing Partners, while at the same time contributing to the broader NRM portfolio under IUCN Tanzania. He or She will be responsible for landscape level programme oversight and will monitor the development and implementation of project plans and activities in close consultation with counterparts from the implementing partners. He/ She will provide leadership in natural resources management, community engagement, assessment and capacity building activities.
    The Programme Officer, Natural Resources Management will be responsible for planning, administration, financial management and technical implementation and monitoring of the project goals and the objectives.
    S/He will regularly liaise with RESOLVE NbS implementing partners, local government agencies, other CSOs and NGOs, local communities and community-based organizations representing the values and interests of IUCN.
    SPECIFIC DUTIES;
    Under the direction of the Programme Manager, the specific responsibilities of the Programme Officer, Natural Resources Management are to:
    Project Management;
    Coordinate landscape level implementation of natural resources-based aspects of the RESOLVE NbS Project.
    Integrate natural resources management (including land, water, and forests) with sustainable livelihoods.
    Provide technical assistance to project partners in development and implementation of NRM strategies and plans
    Build capacities of stakeholders at national and landscape level on sustainable management of natural resources
    Facilitate the preparation of annual work plans and budgets.
    Lead on project reporting, including technical and financial reports, partnership agreements, and service contracts of assigned partners.
    Promote the dissemination and application of IUCN’s knowledge tools and standards on NbS, including the IUCN Global Standard for NbS, Natural Resources Governance Framework (NRGF) and accompanying tools
    Document and share lessons learned to inform the continuous improvement of NbS practices and to

    Financial Management;

    Support the updating of the project on the IUCN portal with relevant project data.
    In coordination with Communications team, document case studies, best practices and lessons learned and contribute to the development of communication materials for dissemination to target audiences.
    Fundraising and project development;
    Support the identification of new funding opportunities to scale-out project activities.
    Contribute to the development of new project proposals.
    Support networking with key development partners, national institutions and NGOs to support project implementation.
    Keep abreast of development needs and programme opportunities in the landscape including those in line with IUCN’s sectoral priorities and programmatic principles.
    Representation;
    Network and liaise with all the partners and potential partners, developing and maintaining partnerships and strong relationships across all sectors (including the private sector).
