  • Junior Legal Counsel at Selcom Microfinance Bank

    Duties and Responsibilities:
    · Execute Bank’s operations in compliance with the law and that Bank’s interest is fully protected at all times.
    · Legal representation in Courts of Law for defence and prosecuting civil suits in the best interest of the bank.
    · Coordinate, support and conduct recovery activities including; assisting in conducting investigation, providing technical guidance in handling recoveries; updating credit & recovery status of court orders restraining the bank. Make a close follow up to see the bank recovers its Monies.
    · Represent the Bank in Auctions and coordinate with Auctioneers to ensure respective collaterals are auctioned per the law and as per bank procedure. Handling customer interactions to maximize cash recoveries and ensure recovery action is appropriate to the customer’s circumstances
    · Manage the daily activities, schedules, diaries and documents of the team, as needed and have a strong ability to prioritize multiple requirements while being an excellent team player.

    · Provide fast response and work with utmost discretion and confidentiality and provide effective positive feedback/ reports to supervisor on the status of legal activities
    · Ensure record keeping and tasks/case tracking is done and providing reports to supervisor on the status of legal activities.
    · Timely execute all assigned tasks and assignment.
    · Ensure drafting, review and monitoring of the Bank’s Legal documents (e.g Pleadings etc)
    Selection Criteria and Qualifications

    Minimum of 1-year experience in the same field.
    Honest person with high integrity and independence who will observe professional ethics in executing his/her duties

    § Registered Advocate of the High Court of Tanzania.

    Ability to use Microsoft Word, Excel and basic computer software
    Ability to work well independently as well as with others
    Ability to prioritize Bank tasks according to their operational and strategic importance

    Responsibilities

    Qualification requirements

    Bachelor’s degree in mining engineering.
    Having a valid blasting certificate as per Tanzania regulations and or act(s).
    Team Player and result oriented.
    Mines Health & Safety Act Awareness.
    Ability to train less experienced members of the staff.
    Maintain a safe working practice and environment.
    Ability to work effectively in a team environment.
    UG Mining Methods and Systems
    Having blasting certificate
    Must have computer skills in power point, M/S word and MS excel.

    Experience and Competencies needed

    5 years of progressive UG experience in the mining industry including experience UG drilling and blasting activities
    Experience in coordinating and managing a sizable drill fleet in tough working conditions
    Experience as a Drill & Blast coordinator in UG environment
    Understanding of blast management practices including designs, vibration, noise & fume monitoring, and continuous improvement processes.
    Ability to work autonomously/independently with limited supervision.
    Able to prepare detailed reports which include recommendations to Management on improvements to industrial relations and security.
    Ability to act and operate as part of a team and possess a “can do” attitude that will motivate the crew to action company directives, regardless of opinion.
    Good time management skills and the ability to complete tasks in a safe, timely and professional fashion.

    Responsibilities

    Contribute to the operations by ensuring that all maintenance activities are planned and completed in a cost effective manner with minimal disruption to ore processing and mining activities.
    Demonstrate commitment to safe work practices by example and act immediately on any unsafe act or situation observed and monitor standards.
    Actively promote and foster the development of a pro-active site safety behaviors that makes safety an integral part of all work activities.
    Identify and rectify/report specific hazards using Job Safety Analysis (JSA) process.
    Assist with accident/incident investigation and with the induction and training of new employees.
    Ensure all employees reporting to this position attend safety related training courses and engage in any of the company’s safety initiatives.

    Qualification requirements

    A relevant trade qualification in mechanical or Technician Certificate from a recognized institution.
    A Mechanical Trade Certification is highly desired

    Since its inception in 2017, YouLead has evolved into a full-fledged program under MS TCDC, requiring a more structured and sustainable approach, which includes a full-time Secretariat based at MS TCDC under the Leadership and Governance Academy (LGA).

    JOB OVERVIEW
    To strengthen YouLead’s foundation, MS TCDC is seeking a YouLead Project Manager to drive the program’s sustainability and impact. The role involves strategic planning, program execution, team leadership, and resource mobilisation. The ideal candidate will be an experienced leader in youth development, program management, and stakeholder engagement.

    KEY RESPONSIBILITIES
    1. Management of YouLead Africa Program

    Managing YouLead Africa’s initiatives and Secretariat operations.
    Serve as the primary focal point for YouLead at MS-TCDC, including budget coordination, performance and tracking.
    Act as the key liaison for the Head of LGA regarding approvals, reports, team performance, program successes, and challenges.

    2. Implementation of YouLead Africa Projects

    Cultivate and maintain relationships with donors, partners, and stakeholders to ensure long-term program sustainability.
    Develop and implement innovative strategies to attract funding and expand YouLead’s financial resources.

    4. Leadership of YouLead Summit 2025

    Plan and oversee the successful delivery of YouLead Summit 2025.
    Engage with the office of the YouLead Patron and other relevant partners.
    Strengthen collaboration with the EAC Secretariat.
    Ensure effective branding, visibility, and impact assessment of the summit.
    Design and implement innovative engagement strategies to enhance youth participation in the summit.

    5. Administrative and Program Support

    Support the Head of LGA with ad-hoc tasks as relevant to the unit.

    QUALIFICATIONS
    EDUCATION

    Bachelor’s degree in International Development, Political Science, Public Administration, Leadership, Project Management, or a related field.
    Other Bachelor degree with extensive experience in program management and leadership may be considered.

    EXPERIENCE

    3 – 5 years of experience in program management, youth development, governance, or advocacy.
    Proven leadership in multi-stakeholder regional or continental programs.
    Expertise in strategic planning, execution, and M&E.
    Strong record in resource mobilization and partnership-building.
    Experience leading diverse teams in multicultural settings.
    Fluency in English is required. Fluency in French and any other AU official languages will be an added advantage.

    Job Purpose:
    The primary responsibility of this role is to Oversee and Manage the loan documentation process for credit facilities, ensuring accuracy, compliance, and efficiency throughout the entire Credit lifecycle.
    Main Responsibilities:

    Review and process loan documents (offer letter and terms of reference) timely and accurately as per the approvals.
    Coordinate, support, guide business unit on security documents submission to the legal department for security documents preparation and perfection at relevant authorities within the agreed TAT.
    Review all the condition precedents as per the approval. Ensure that no booking is affected into the system prior to meeting all the conditions present unless there is an approval to do otherwise.
    Assist in reviewing drawdown memos by ensuring that Conditions Precedent (CP’s) have been complied with, and legal opinions are in place before sending drawdown memos to Credit Operations.
    Participate in tracking and follow up of the exceptions approved by relevant authority and ensure no long pending outstanding security documents without being finalized/closed.
    Review all the conditions subsequent as per the credit approval. This includes, among others, timely payment of land rent on properties held as security and timely renewal of insurance covers to safeguard bank collateral.
    Test all the financial covenants as per the approved thresholds and testing frequencies.
    Review portfolio status and communicate to business any facilities that are due for renewal of credit facilities to avoid unnecessary extensions.
    Monitor and identify signs of deterioration on individual names with a view to commence early remedial management of these accounts and thereby minimize loan losses thus directly contributing to the bottom line.
    Update all the collaterals timely and accurately into the Collateral Management tool (CMT).
    Facilitate loan collateral discharge and release for facilities which have been fully paid off.
    Perform all the annual reviews assigned by the Manager/Senior manager.
    Maintain accurate records and documentation for all loan transactions.
    Provide support to branches and customers inquiries/queries. Ensure timely response to the queries raised, track them and diarize on action taken and resolution.
    Stay updated on industry regulations and best practices related to loan documentation.

    MAIN PURPOSE
     
    In accordance with the Liwale Group B Streptococcus (GBS) study needs, provide obstetrical care to pregnant women involved in the study and their babies, doing follow up before, during and after delivery, according to the study protocol, MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of the activity manager, in order to ensure their health conditions and avoid post-delivery complications
     
    ACCOUNTABILITIES
    o    Ensuring the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardised protocols.
    o    Where PMTCT is implemented, ensuring implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counselling, test and post counselling
    o    Collaborating with the MWAM, medical doctor and /or nurse in the management of Sexual Violence cases
    o    Assessing the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
    o    Ensuring hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.
    o    Performing cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.
    o    Guaranteeing a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.
    o    Properly following up all newborn babies from delivery until discharge, informing mothers and relatives about importance of breast feeding, vaccination and possible complications resulting from harmful traditional practices
    o    Ensuring patients’ right to privacy and confidentiality is respected.
    o    Supervising that administrative procedures of admissions and hospitalizations comply with MSF protocols, as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc

    o    According to MSF protocols in force, conduct normal deliveries independently Manage obstetric emergencies; identify cases needing referral and send them in time, clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.), detecting possible anomalies/infections of the newborn and reporting them to the doctor, in order to ensure successful interventionsSupervises the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point.  1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation.  2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparatomy), safe blood transfusion and care to sick and low birth weight newborns
    MSF SECTION/ CONTEXT SPECIFIC ACCOUNTABILITIES
    o    the needs of the Liwale GBS study, collect study data and samples following the study protocol and guidelines and ensure that data collected is stored and reported timely to the activity manager.
    o    Conduct consent procedures for study participants in strict compliance with the study protocol.
    o    Report any break in the study protocol in keeping with the ERB ethical protocols
    MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. During the emergency phase MSF expanded medical and water/sanitation activities to all three refugee camps in the region.
    Liwale project officially launched in December 2022, Liwale project is an integrated project supporting MoH in Community based, Primary and Secondary health care for mother and child under 5. MSF is currently supporting 7 health facilities including 4 secondary health care facilities (1 district hospital, 3 health centres) where CEmONC are offered and 3 primary health care where BEmONC are offered. This support includes facilitation for recruitment of 102 health care workers including 50 community health care workers, medical supply, empowerment of team (trainings, team management, quality of care improvement), referrals, Watsan activities and rehabilitations.
     
    Minimum Educational Qualification:

    Essential midwifery qualification or specialization. Desired Bachelor in Midwifery
    Essential Valid registered midwifery license to practice

     
    Experience: 

    Essential at least TWO (2) years’ experienced in midwife activities related jobs

    Knowledge:

    Computer literacy and good sense of number accuracy
