    Skills, Qualifications, and Experience

    Advanced degree in Psychology and any other related fields, preferably with a Clinical/Counselling specialization.
    Minimum 3 years of counselling/psychotherapy training and 2 years of practical experience with adolescents and adults in clinical/educational settings, including psychoeducational work.
    Expertise in counselling/psychotherapy theories, techniques, and conducting/reporting on psychological assessments.
    Fluent in spoken English (including public speaking) and excellent written English for content development.
    Proficient in MS Word, Excel, and PowerPoint.

    The EP Team in Tanzania is responsible for macro-economic analysis, policy dialogue, technical advice and capacity building support in the areas of macro-economic and fiscal reforms and growth policies. In addition to its regular economic monitoring mandate, the team manages a rich work program consisting of a wide variety of programmatic analytic work programs. These tasks are cross-sectoral in nature and integral to the policy dialogue of the country program. In addition there is work on supporting IDA’s sustainable development finance policy and debt sustainability and debt management.
    DUTIES & ACCOUNTABILITIES

    We are looking for a local Economist to work on Tanzania, based in Dar es Salaam. You will be a core team member of the EP East Africa team and will report to the Practice Manager (EAEM1). In the day to day work you will contribute mostly to the Tanzania EP work program.

    Responsibilities include monitoring and assessment of macroeconomic developments in Tanzania and assisting in the preparation and supervision of EP’s work program in Tanzania. You will work closely with the Senior Economist and Lead Economist for Tanzania to perform the following activities:

    Lead and/or contribute to the macroeconomic monitoring and the analysis on the country’s economic, financial and sector issues. Prepare briefs and just-in-time analytical notes.

    Use/run economic/financial models and toolkits using existing software packages, or Bank’s own models, to assess economic development and inform policy advice.

    If needed contribute to the design, preparation and implementation of lending operations in Tanzania.

    Maintain the macroeconomic and financial database and regularly prepare updated medium-term macroeconomic projections for Tanzania.

    Provide substantive inputs to the preparation and dissemination of analytical economic work and reporting on Tanzania, including Tanzania Economic Update, Country Climate and Development Report, Country Economic Memorandum, Public Finance Reviews, and the Macro Poverty Outlook (MPO); and participate in the preparation of the Country Policy and Institutional Assessment (CPIA).

    Contribute to the monitoring of the Performance and Policy Actions in Tanzania under IDA’s Sustainable Development Finance Policy and overall debt development.

    Support the Country Management Unit (CMU) in the implementation of the World Bank’s Tanzania program.

    Engage in policy dialogue with government of Tanzania, develop and maintain active engagement with other development partners, private sector, local think tanks and researchers, in coordination with a range of World Bank sectoral teams.

     
    Selection Criteria

    Minimum of a master’s degree (PhD preferred) in Economics with at least 5 years of relevant work experience.
    Strong technical and operational skills to lead or contribute to EP tasks. Previous experience on debt and fiscal policy issues is a plus.
    First-hand knowledge of the Tanzaniaan economy and strong understanding of key economic policy, especially fiscal and monetary policy issues, in Tanzania.
    Familiarity with functioning of Tanzaniaan government and knowledge of key stakeholders and local networks that influence economic policy making.
    Proven sense of initiative, results orientation, and leadership qualities, as well as effective teamwork skills.
    Strong communication skills in English, including ability to speak and write persuasively positions to colleagues, management and senior public officials, and to present ideas clearly and concisely.
    High level of personal and professional integrity.
    Strong ability to function well in a multi-cultural environment and working in teams.

     
    TECHNICAL PROFICIENCY:

    A thorough understanding of macroeconomics and interlinkages between the various macroeconomic accounts.
    Skills and experience in working on economic policy issues and data analysis.
    Skills to conceptualize and conduct economic analyses and derive policy relevant findings.
    Ability to translate technical analyses of macroeconomics, debt, trade, fiscal policy, and growth into policy recommendations and cross-country lessons;
    Proficiency in basic econometric and statistical analysis and relevant software packages (STATA, E-views, or other statistical packages and MS Office programs, including Excel) is essential;

    MAIN PURPOSE
    Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country’s traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service
     
    ACCOUNTABILITIES
    o    Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions. Carrying out a hand over if another uses the vehicle
    o    Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
    o     Ensuring all passengers have all necessary papers in order before travelling, and ensuring non MSF staff sign disclaimers of responsibility before using the vehicle
    o    Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
    o    Ensuring that all vehicle documents and the driver’s driving license are valid and in the vehicle.
    o    Informing the line manager of any incident involving the transportation of passengers and/or goods.
    o    Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and communicating with base according to MSF communications policy to inform the driver’s position and any potential implications
    o    Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules.
    MSF has been working intermittently in Tanzania since 1993, supporting MOH in a variety of areas, notably the provision of primary and secondary health care and the response to epidemics such as cholera, malaria, and HIV/AIDS. MSF’s latest intervention in the country started in May 2015 with an emergency response to a cholera outbreak affecting both the refugee and the host populations in Kigoma region. During the emergency phase MSF expanded medical and water/sanitation activities to all three refugee camps in the region.
    Liwale project officially launched in December 2022, Liwale project is an integrated project supporting MoH in Community based, Primary and Secondary health care for mother and child under 5. MSF is currently supporting 7 health facilities including 4 secondary health care facilities (1 district hospital, 3 health centres) where CEmONC are offered and 3 primary health care where BEmONC are offered. This support includes facilitation for recruitment of 102 health care workers including 50 community health care workers, medical supply, empowerment of team (trainings, team management, quality of care improvement), referrals, Watsan activities and rehabilitations.
     
    Minimum Educational Qualification:

    Essential 2 years minimum of previous driving experience
    Desirable experience with specific vehicles to use (4×4) in MSF or other NGOs

  • Senior Technical Advisor – REACH Malaria at PATH

    PATH’s Malaria, Neglected Tropical Diseases program is a leader in the effort to end malaria illnesses and deaths, refines and develops tools and approaches, invests in national programs, and builds data to empower national governments to pursue malaria control and elimination. We work directly with national governments in low and middle-income countries to select, adapt and scale appropriate service delivery and system strengthening interventions to address health challenges specific to malaria.
    PATH seeks a Senior Technical Advisor for the United States Government (USG) funded Reaching every at-risk community and household with malaria services (REACH Malaria) contract. The purpose of the contract is to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of lifesaving facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), data collection and use for service delivery, and other malaria prevention interventions.
     
    The Senior Technical Advisor is considered key personnel and must meet or exceed the qualifications listed below. This individual will be responsible for providing technical leadership and supporting the Project Director with their responsibilities.
    Responsibilities:
    Spearhead the technical leadership, design, management, and monitoring of project activity implementation, and ensure adherence to countries’ national technical guidance and global best practices.
    Provide support to project countries, ensuring high-quality interventions across all technical areas.
    Manage introduction and scale-up of technical interventions.
    Support developing project work plans and guide the design of specific, quantifiable performance indicators and targets for core and country programs, and reporting results.
    Contribute to identifying and scaling-up best practices in malaria diagnosis and case management, malaria in pregnancy, seasonal malaria chemoprevention, and community case management. Understanding and strengthening platforms for malaria service delivery including antenatal care, community health, immunization and nutrition support.
    Lead documentation and dissemination of project activities.
    Identify short-term technical assistance needs and assist with recruiting consultants as appropriate.
    Lead relationships with local and regional partners in support of capacity building efforts.
    Mentor and guide project teams across geographies and the PATH Malaria portfolio.
    Required Skills & Experience:
    Master’s degree or higher in public health, medical sciences, or other related area.
    Minimum of 10 years of providing senior technical leadership in designing and implementing malaria control or related programs in service delivery activities, collaborating closely with National Malaria Control Programs and other government and civil society stakeholders in Africa or Asia.
    Demonstrated international credibility as a leader on malaria diagnosis and/or case management and/or malaria in pregnancy, and/or chemoprevention strategies.
    Proven experience in working with senior-level representatives of ministries of health and other national government stakeholders, international organizations, other bilateral donor and civil society organizations, and private sector organizations.
    Demonstrated management, leadership, decision-making, and interpersonal skills.
    Full professional proficiency in English, with excellent oral and written communications skills required.
    Ability to interact professionally in French and/or Portuguese an advantage.
    Experience providing technical leadership in designing and implementing maternal and child health or related programs an advantage
