    POSITION OBJECTIVE:
    The Regional Communications Officer leads the customization and implementation of communications strategies across Water For People’s programs in the Africa region. This position raises Water For People’s regional visibility, supports fundraising efforts, shares impact, and strengthens our position as a global leader in building lasting water, sanitation, and hygiene (WASH) systems.     ESSENTIAL JOB FUNCTIONS & DUTIES:  
    Strategic Communications & Positioning

    Support the development and lead the execution of regional communications strategies in alignment with Water For People’s global communications, influence, and fundraising goals and strategies. This includes implementing annual regional communications plans, calendars, and metrics for tracking.
    Position Water For People as a thought leader in WASH and climate resilience through media engagement, campaigns, public relations efforts, and key events.
    Cultivate relationships with regional media and key influencers to amplify Water For People’s work.
    Coordinate press outreach, media events, and communication needs for regional events.
    Support regional visibility through partnerships, conferences, campaigns, and donor/funder engagement efforts.
    Ensure consistent application of Water For People’s brand across regional communications by acting as a reviewer and resource.
    Lead the analysis of audiences, channels, and platforms for each country, guiding contextually appropriate digital strategies to enhance the organization’s visibility and expertise.
    Respond to regional media inquiries and support crisis communications, if needed.

    Content Creation & Storytelling

    In close collaboration with country teams, lead the production of regionally relevant content such as stories, photos, videos, case studies, presentations, press materials, webinars, and social media content.
    Identify and elevate impact stories and case studies from programmatic work that resonate with donors, institutional funders, corporate partners, sector experts, and other public audiences.
    Collaborate with regional teams and country program staff to source, edit, and package high-quality content and key messaging for grants, regional reports, regional workshops, and other regional products and events to highlight strategies, successes, and challenges for each country program in the region.
    Review and edit content to support brand alignment, consistency, and visibility for conferences, webinars, and other external activities in the region.
    Champion the organization’s Content Library for the region, supporting country teams with updated processes for uploading, tagging, and organizing photos, stories, and other content.
    Manage the sourcing and coordination of local photographers and/or videographers. Includes ensuring all organizational consent and storytelling best practices and policies are followed.

    Collaboration & Capacity Building

    Serve as a communications advisor to the Africa Regional Director and, as needed, to Country Directors and country teams. Act as a key liaison for the region for internal and external communications.
    Guide strategy and training on media engagement, messaging, brand guidelines, and best practices for communications roles to elevate brand awareness and positioning in the region.
    Support knowledge sharing, cross learning, and training to strengthen communications capacity across the country programs in the region.
    Collaborate with multiple teams, including Strategic Communications, Influence, and Donor Impact (fundraising), to align messaging and maximize regional contributions to global goals
    Partner with the Senior Manager, New Business Development role for Africa to support revenue generation and funding opportunities in the region. This may include writing, presentation, content creation, and proposal editing/review.
    Step in to fill capacity gaps as needed for countries in the region, ensuring consistent coverage and implementation of marketing, communications, visibility, and fundraising activities.

    The Role
    Reporting to the Country Director, the Country Signature Program Technical Lead will autonomously provide strategic technical Signature Progams leadership and implementation. S/he will be responsible for Signature Program design for the needed Permanency, Scale and Impact taking a strong Co-Design and Partnership with both internal and external stakeholder collaborative inclusion. S/he will be a Market Systems & Value Chain expert. The post holder must have strong understanding and practical hands on experience on Access to Finance, Access/Route to Market, Cooperative Movement Capability building as well as Co-designing. Business Acumen and management will be an orientation critical for the much needed systemic management and effective leadership.
    S/he will also be responsible for signature program implementation, donor reporting and field level management, while ensuring highest standards in compliance with obligations and results according to signed agreements. S/he therefore enforces quality assurance with programs and is responsible for the quality and performance of work of all relevant Signature Program staff, sub-recipients and sub-contract service providers. In addition, s/he will build capacity/capability for signature programming in the country office collaboratively with the Regional Signature Program Team.
    The Person
    The post holder will carefully lead the Signature Program in country in alignment with country strategy and programmatic vision for enhanced achievement of program objectives. S/he will focus on management, communication, team building, strategy and drive towards sustainability that achieves scale, permanence and impact through long-term partnerships.

    The Country Signature Program Technical Lead will report to the Country Director with a dotted reporting line to the Signature Program Technical Director – Africa for technical leadership.

    Responsibilities & Deliverables
    A. Technical Signature Programming in Country 40%

    Lead Signature Program design for the Country Program.

    Ensure the use of a market system approach in the design of the country’s Signature Programme design.
    Identify opportunities to integrate pathways for access to finance with the Signature Program design.
    Lead on Value Chain analysis to inform Country Programmatic Strategic position and Signature Program design.
    Build co-designing relationships for in-country signature programming effectiveness (set up right from the onset).
    Collect and analyze program data, capture and share lessons learnt and best practice for specific projects, to facilitate improvement in decisions.
    Contribute to the development and implementation of strategies, standards, tools and best practice in Program Quality, that effectively engage partners, donors, and governments agencies.

    B. Ensuring Programatic Excellence – Quality and effective Management (30%)

    Provide strategic leadership for Country Signature Programming design, goal setting, goal cascading and business beview processes against outcomes
    Excellent management of agreed program outcomes/impact against agreed schedules and budgets including delivery against agreed Service Level Agreements with various Stakeholders (internal and external)
    Maintain excellent oversight of all program components and meet expectations for program successes and impact.
    Ensure application of best standards, best practice, partnership principles, processes and tools, towards high-quality. implementation of signature programs.
    Develop and implement strategies, standards, tools and best practice in program quality, that effectively engage partners, donors, and governments.
    In consultation with Country Director and the Regional Signature Program Techncal team, creatively design initiatives that uphold and improve program quality, innovation and learning on signature programs.
    Provide technical leadership for the preparation, design, submission and approval of project concepts and full-fledged proposals.
    Act as in-country technical proposal developer, while integrating donor strategies, priorities and technical requirements into Heifer’s approach.
    Roll out capacity strengthening initiatives in Program Quality for staff and partners, develop learning and training strategies and agenda, conducting trainings and workshops.
    Analyze program data, capture and share lessons learnt and best practice for specific projects, to facilitate improvement in decisions.
    For effective co-design outcomes, enable strong relationships with donors, peer organizations, research and other institutions, towards enhancing program quality and impact.
    Monitor and provide feedback on program quality through regular team meetings, field visits and regular communication.
    Ensure that rogram Managers and Coordinators execute approved workplan activities and operations in response to technical direction and recommend adjustments as appropriate, to achieve program objectives.
    Carry out Country Signature Progam Internal Audits and effectively manage program risks in each phase of program implementation in a timely manner, to ensure fulfillment of objectives.
    Ensure accountability and compliance for donor requirements.
    Ensure the provision of program related reports and make presentations, as may be required.

    C. Partnerships and Capacity Improvement (10%)

    Ensure adherence to set compliance standards within Heifer and donor program and project guidelines and standards, including transparency, policy compliance, accountability, communication with HQ, donors and external constituencies.
    Enable new partnerships and nurture existing ones.
    Effectively maintain strong communication with all the relevant stakeholders throughout program implementation and successfully manage a matrix program management structure when necessary
    Develop and adopt standardized approaches, practices, tools and measurements in partnership and capacity strengthening.
    Guide in-country program team, in the development of comprehensive plans and materials, development and implementation of capacity strengthening strategies in the Signature Program area.
    Identify and ensure the creation of strong inter-organizational networks and efforts to strengthen the capacities of local partners.
    Represent Heifer Africa in external professional fora and with donor agencies in support of resource acquisition for capacity building.

    D. Budget Management and Monitoring (10%)

    Ensure all program teams to develop annual budgets and workplans, consistent with program documents and donor contracts.
    Provide support to program teams in undertaking the necessary review and updating of the workplans and budgets to respond to any emerging field implementation challenges and program review processes.
    In liaison with the Finance department,undertake quarterly budget monitoring and variance analysis with all Program Managers, while reviewing and tracking spending to adhere to annual budgets
    Ensure Program Managers and entire Country office plan and undertake corrective management actions arising out of budget monitoring reports.
    Approve program related requests for imprest and reconciliation, in line with work plans and financial management procedures.

    E. Strengthen Core Global Operating System (5%)

    Ensure compliance with Heifer International policies and procedures and other accountability standards through.
    trainings, event participation and field visits.
    Liaise with the Regional Signature Program Technical teams on behalf of country program with regard to Signature Programs.
    Ensure Signature Program proposals and concept notes are entered into HQ tracking systems, to avoid delay in activation.
    Ensure adequate development, implementation, evaluation and systematization of signature programs by country office.
    Obtain and review signature program monitoring and evaluation reports from the field offices and make recommendations.
    Maintain Signature Program files and documents.

    F. Any Other Assigned Function (5%)

    Minimum Requirements

    Bachelor’s Degree and a minimum of ten (10) to fifteen (15) years of signature program management experience.

    Preferred Requirements

     hang and support the pump cable clear off the floor.
    check that pump in the sumps are operational.

     
                Cleaning of Mono Pumps:

    check drain valve if operational,
    hosing with mine pressurized water in the mono tank,
    cleaning steel step ladders and landing platform,
     Inspect all connection on the pipes and mono tank.

     
                Installing, Grouting and Tensioning of Cable Bolts:

    Prepare cables to a required length as per geotechnical recommendations.
    Safely transport and insert cables into the holes and seal hole collar.
    Prepare Cement grout mix and grout the cables/holes to standard.
    perform general housekeeping after the work is completed.
    apply Tension on the Cable bolt as per required Geotechnical standard.

     
                Hanging and retrieving electrical cables:

    Hang cables on the backs, suspended on the hooks and separated from services.
    Position cables and back-to-back connections to location where it cannot be damaged.
    Hang Jumbo trail cables on L-pins and install trail cable sign on the ground.
    Rolling inside an IT Basket when retrieving cables.

     
               Underground Machineries:

    Train and able to operate Integrated Tool Carrier (I.T) to transport various items from laydown yard/s to underground stores, Underground Light vehicle and Articulated Dump Truck.

    Position Overview
    Fema Mining and Drilling Limited seeks an experienced Drilling and Blasting Supervisor to oversee all drilling and blasting operations at our Katoro-Geita site. The successful candidate will ensure safe, efficient, and regulatory-compliant rock fragmentation to support our mining objectives.
    Key Responsibilities

    Operational Excellence

    Plan, supervise, and execute drilling and blasting activities in alignment with project specifications.
    Ensure accurate blast hole drilling (depth, spacing, alignment) using modern drilling equipment.
    Oversee explosive loading, initiation systems, and blast execution to optimize fragmentation and minimize environmental impact.

    Safety & Regulatory Compliance

    Enforce strict compliance with Tanzanian mining laws, including the Explosives Act and OSHA Tanzania safety standards.
    Conduct pre-blast risk assessments, secure blast permits, and implement safety zones.
    Train teams on safe handling/storage of explosives (ANFO, emulsions, detonators).

    Team Leadership

    Supervise drilling/blasting crews and subcontractors, ensuring adherence to SOPs.
    Provide hands-on training for new personnel on equipment (e.g., rotary drills, DTH rigs) and blast design.

    Reporting & Documentation

    Maintain detailed records of blast designs, explosive usage, and post-blast evaluations.
    Submit daily/weekly reports to the Project Supervisor on progress, challenges, and corrective actions.

    Equipment & Inventory

    Monitor maintenance of drilling rigs and blast initiation tools.
    Manage explosive inventory and coordinate with suppliers for timely replenishment.

     
    Qualifications & Competencies

    Certifications:

    Valid Tanzanian Blasting License (issued by Explosives Regulatory Authority).
    OSHA or equivalent safety certification.
    Must be a driller of variety drilling rigs ( DP 1100, Epiroc range, DP1100i e.t.c)
    Must have worked as a drilling supervisor at least  one year
    Driller trainer previous experience will be added advantage

    Experience: Minimum 5 years in drilling/blasting, preferably in gold mining (open-pit or underground).
    Technical Skills:

    Proficiency in blast design software (e.g., ShotPlus).
    Familiarity with GPS-guided drilling systems.

    Language: Fluency in English and Swahili.

    Working Conditions

    Rostered shifts (may include nights/weekends).
    Site-based at Katoro-Geita with exposure to dust, noise, and outdoor weather.

    Performance Metrics

    Safety: Zero reportable incidents.
    Efficiency: 95% adherence to blast design outcomes.
    Cost Control: Minimize explosive waste and equipment downtime.

    Key Accountabilities
    Growth of quality loan portfolio (Branch targets)

    Onboarding of eligible borrowing customers as per Product Procedure Manuals
    Follow up on pipelines/sale leads to ensure maturity within agreed timeline.
    Identify, explore, and negotiate business (lending) opportunities with existing and new and customers.
    Engaging with external and internal business stakeholders to ensure that the Bank’s interests are properly presented and safeguarded.

    Credit underwriting functions

    Receive and review Credit applications and ensure compliance to approved checklist of required documents.
    Liaise with Credit Risk Committee members to ensure eligible customers are visited to validate the information submitted, business and collaterals provided.
    Assessment (credit appraisal) of Micro-SME & Agribusiness credit applications to determine creditworthiness for Bank’s financing in-line with Product Procedure Manuals.
    Ensure all credit applications forwarded to HQ for approval were reviewed, discussed, and deliberated by Credit Risk Committee (as per Product Procedure) Attend/address all issues or queries raised by HQ (Retail credit/Business) in collaboration with Credit Risk Committee without compromising procedure.

    Loan Portfolio Management

    Ensure approved loans adhere to approved terms and conditions.
    Ensure post disbursement business visits are made to confirm fund utilization and report/take necessary action where deviation occurs.
    Ensure customers’ visits are made and reports are prepared as per the Bank’s guidelines.
    Ensure proper documentation and record keeping of all approved credit application documents at branch. Facilitate timely renewal/refinancing of eligible existing facilities.
    Review loan portfolio and recommend appropriate interventions to ensure it performs in line with approved performance indicators and targets.
    Help branch to devise and execute turnaround or recovery measures geared to improve quality of loan portfolio. Any duty assigned by supervisor.

    Deposit mobilization & Cross selling

    Mobilize deposits from new and existing Micro-SME & Agribusiness customers
    Cross selling of Bank’s existing and new products & services Support Liaison role between internal and external stakeholders
    Any duty assigned by supervisor.

    Capacity building

    Conduct mass marketing/training with customers (potential & existing)
    Conduct products awareness sessions with branches or external customers

    Relationship management & Advisory function

    Develop and maintain business relationships with customers on the Bank’s behalf.
    Customer advisor on various business or lending requirements and devise proper credit structuring.

    Reporting & Meeting attendance 

    Compulsory attendance at Credit Risk Committee, Loan delinquency and collections meetings etc. as directed by authority.
    Preparation and submitting of standard periodic reports or any report as required by management. Any duty assigned by supervisor.

    Education and Experience Required

    Masters /bachelor’s degree in Agri-business, accounting, Finance, Economics, Marketing, and any other related field with experience in Micro SME & Agribusiness Industry.
    At least 3 Years experience in Micro SME & Agribusiness Lending Business
