    Resettlement Officer/ Specialist – to assist the team with complex medium to large-scale resettlement projects in line and compliant with IFC performance standards and Zambian legislation, authorities, and local context.
     
    Job & Candidate Requirements 
     
    Key Responsibilities:
     
    Resettlement Action Plans (RAP):

    Develop and update Resettlement Action Plans in line with national and international standards.
    Coordinate the design and implementation of resettlement programs to ensure minimal disruption to the affected communities.
    Identify and assess the needs of affected populations, including housing, land, and livelihood restoration.
    Facilitate and lead survey team and process.
    Familiar with Zambian land tenure processes and challenges.

    Community Engagement and Consultation:

    Understand, respect and collaborate well with Traditional Leadership.
    Lead consultations with affected communities to understand their concerns, needs, and expectations.
    Facilitate transparent communication between the project team and displaced persons.
    Coordinate stakeholder engagement, including local authorities, NGOs, and other relevant parties.

    Livelihood Restoration:

    Ensure that compensation for displaced persons is fair, adequate, and timely.
    Oversee the development and implementation of livelihood restoration programs, training, and access to basic services.
    Ensure the relocation process is smooth and that basic needs (housing, health, water, education) are met in the new location.

    Monitoring and Reporting:

    Monitor and evaluate resettlement activities, ensuring they meet the project’s objectives and timelines.
    Prepare detailed progress reports and documentation for internal and external stakeholders.
    Ensure compliance with local laws, international resettlement guidelines (such as the World Bank or IFC standards), and the project’s environmental and social commitments.

    Risk Management:

    Identify and mitigate risks associated with resettlement and displacement.
    Address and resolve conflicts or grievances arising from the resettlement process.
    Implement effective measures to reduce negative impacts on displaced populations.

    Stakeholder Management:

    Liaise with government agencies, local authorities, and community organizations to ensure smooth implementation of resettlement activities.
    Maintain effective relationships with project partners, local communities, and external agencies involved in resettlement.

    Qualifications and Experience:

    Bachelor’s degree or higher in Social Sciences, Development Studies, Environmental Management, or related fields.
    Fluent in Zambia North Western Province local languages.
    At least 8/10 years of experience in resettlement in Zambia.
    Knowledge of resettlement policies, legal frameworks, national authority, and international standards (such as World Bank and IFC policies).
    Strong understanding of social safeguards, resettlement mechanisms, and livelihood restoration.
    Proven experience in stakeholder engagement and community consultation specific to resettlement and good governance.
    Excellent communication and negotiation skills.
    Ability to work in challenging environments and under pressure.
    Technical skills in project management, GIS, socioeconomic baseline survey development, management and analysis, monitoring & evaluation, technical writing, and visual communication.

    Duties and Responsibilities
    BACKGROUND: The Africa Trade Competitiveness and Market Access Programme (ATCMA) Umbrella Programme is a major initiative aimed at sustainably increasing intra-African trade and trade between Africa and the European Union (EU). Funded by the EU and implemented by the International Trade Centre (ITC) and the United Nations Industrial Development Organization (UNIDO), this four-year program aims to improve market access for specific value chains and increase the export competitiveness of SMEs in these sectors. It also seeks to reduce trade barriers, enhance compliance with quality standards, and promote added value and export diversification. By prioritizing women- and youth-led businesses, ATCMA aims to promote economic inclusion and encourage sustainable business practices. The umbrella programme is structured around two intervention levels: 1) the Continental Component and 2) Sub-regional Components in five RECs: COMESA, EAC, ECCAS, ECOWAS and SADC. The current opening pertains to the COMESA sub-regional component of the ATCMA umbrella programme. RESPONSIBILITIES: Under the direct supervision of the Chief, Office for Africa, the overall guidance of the Director, Division of Country Programmes, and in close collaboration with the Programme Officer at ITC HQ and UNIDO Regional Programme Manager, the Senior Programme Officer will be responsible for providing technical expertise to ensure the effective implementation and coordination of all ATCMA COMESA regional activities. Specific responsibilities include:
    Financial software

     Provides technical support for the implementation of the ATCMA, including reviewing and enhancing deliverables, and ensuring coherence, synergies, and complementarities across the five ATCMA components.
     Develops, implements and evaluates the ATCMA COMESA programme.; monitors and analyzes ATCMA COMESA programme development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
     Designs and develops new interventions within the ATCMA as needed, in response to requests from ATCMA stakeholders in participating countries and within the COMESA SEC.
     Ensures coordination harmonization and sequencing across programme activities and outputs.
     Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
     Liaises and engages with relevant stakeholders in the region, including national governments, the COMESA Commission, EU Delegation, and designated national Focal Points, to provide technical inputs on trade and market access-related topics, ensuring alignment with regional priorities while supporting strong programme ownership and visibility
     Researches, analyzes and presents information gathered from diverse sources.

     Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
     Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
     Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
     Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
     Supports activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
     Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
     Performs other duties as required.     Qualifications/special skills
    EDUCATION: Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as development, international relations, international trade, or international trade law. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of seven years (9 with a first level degree) of progressively responsible experience in project or programme management, administration, technical advisory role or related area. Minimum 2 years of experience in data analytics or related area is desirable. Experience in supporting or coordinating technical components of regional trade programmes, with a focus on market access barriers, non-tariff measures, trade facilitation, policy reforms is desirable. Experience working with development partners in Africa is desirable. Experience working with public/governmental and private sector institutions and officials in COMESA member states is desirable Experience with programmes funded by the EU is desirable.
