The project supports the Government of the Republic of Zambia (GRZ) in the implementation of CATSP (Comprehensive Agriculture Transformation Support Programme) and the BMZ core area strategy “Transformation of agricultural and food systems”.  A Lusaka-based team advises the national level while three regional teams support implementation in Eastern, Luapula and Southern Provinces. The project is embedded in the GIZ Zambia Agri-Food Cluster.
    In this context, the project is seeking a suitable candidate for the following position:
    Monitoring and Evaluation Specialist – Band 4 (based in Lusaka)

     Main tasks and responsibilities

    Develop and implement a monitoring and evaluation (M&E) system for the programme
    Conduct regular data collection, analysis, and reporting to measure project performance and impact
    Provide technical support to project staff on M&E methodologies and tools
    Ensure compliance with donor requirements and GIZ standards for M&E
    Facilitate knowledge management and sharing of best practices within the team

    Professional experience

    Position Summary
    The Conservation Information Analyst will support intelligence gathering and investigative operations within Kafue National Park. The role is focused on enhancing tactical and operational decision-making through effective data collection, analysis, and reporting. The successful candidate will be responsible for producing actionable intelligence to guide law enforcement efforts and support the park’s strategic objectives.
    Key Responsibilities
    Identify information gaps based on Priority Intelligence Requirements (PIRs) and coordinate intelligence assets such as the Intelligence Investigation Team, Aviation, and Ranger units.
    Analyze collected data to detect trends, patterns, and wildlife crime hotspots.
    Develop intelligence products including threat assessments, crime maps, and profiles of key individuals and criminal networks.
    Maintain and manage a structured database for improved data accessibility and analytical efficiency.
    Prepare and deliver analytical reports and presentations to support investigations and potential prosecutions.
    Produce and disseminate timely intelligence reports, plans, and briefings to internal stakeholders and external partners.
    Apply the latest analytical models and methodologies to enhance operational effectiveness.
    Collaborate with relevant agencies (e.g., Department of National Parks and Wildlife, Zambia Police, conservation NGOs) in coordination with the Law Enforcement Advisor and Mentor.
    Monitor and evaluate law enforcement trends and activities using data-driven insights.
    Guide data collection efforts to align with intelligence needs, including standardizing ontologies, data fields, and reporting formats.
    Provide intelligence-based recommendations to support investigative planning and law enforcement actions.
    Perform additional tasks as assigned by the Law Enforcement Advisor or Mentor.
    Qualifications and Experience
    Bachelor’s degree in a relevant field (e.g., Criminology, Data Science, Conservation, Law Enforcement).
    Prior experience in intelligence analysis, preferably related to wildlife crime, military, or police work.
    Advanced analytical and problem-solving capabilities.
    Strong computer literacy with proficiency in data analysis tools such as Excel, Earth Ranger, ArcGIS, R, Tableau, or similar.
    Excellent written and verbal communication skills in English; knowledge of local languages is an advantage.
    Familiarity with Zambian wildlife laws and regulations is a plus.
    Previous experience working in protected areas is desirable.

    Livestock Policy Advisor (Band 4) – Lusaka based

    Main tasks and responsibilities

    Serve as liaison with the Ministry of Fisheries and Livestock (MFL) to support coordination and collaboration on project-related matters.
    Coordinate with the African Union Inter-African Bureau for Animal Resources (AU-IBAR) Focal Point for Zambia to align efforts and share relevant information.
    Facilitate policy and strategy development processes in collaboration with MFL, such as the revision of the National Livestock Development Policy.

    Member of the Veterinary Association of Zambia (VAZ)

    Professional experience

    Minimum of 7 years of professional experience in the development cooperation or international development sector.
    Proven experience in the development and drafting of policy and strategic documents.
    Demonstrated ability to advise and collaborate with the Government of Zambia; previous work experience with the Ministry of Fisheries and Livestock (MFL) is considered an asset.
