    3.0 MANAGER–SECURITY SERVICES, SALARY GRADE ZRA04 (1 POSITION), ADMINISTRATION FUNCTION
    A. PURPOSEReporting to the Assistant Director – Administration Support Services, the jobholder will be responsible for planning, managing and coordinating all security activities in order to ensure optimum physical security for the Authority’s assets, personnel and clients.

    B. MAIN DUTIES/ACCOUNTABILITIES

    Providing guidance on Security Policy and operations to ensure that the assets and personnel of the Authority are well guarded and protected at all times.
    Developing and implementing security budgets to ensure that all planned activities are implemented.
    Detecting and investigating all criminal acts against the assets and personnel of the Authority as well as ascertaining the nature and cause of such crimes in order to formulate preventive measures.
    Formulating terms of references for contracting security firms to ensure that all security concerns are taken care of during the tendering process.
    Monitoring and coordinating all activities for contracted security firms and attached Police officers to ensure that they operate within the boundaries of the Authority’s Security policy.
    Developing and implementing security awareness programs for all members of staff so that they understand their security obligations within and around Authority’s premises.
    Developing and maintaining a cordial relationship with other government security wings such as Zambia Police and Zambia National Service to enhance collaboration and matters of common interest.
    Ensuring that the installed CCTV system is effectively operational and a malfunction is urgently brought to the attention of ICT Department for resolutions.
    Conducting security surveys and physical security assessments at all ZRA locations and proposing mitigation measures for the risks identified.
    Ensuring that intruder alarm systems installed in all Warehouses and cash offices are working efficiently.

    C. MINIMUM REQUIREMENTS

    Grade 12 school Certificate or General Certificate of Education (GCE) or Equivalent with credit or better including Mathematics and English;
    Bachelor of Laws Degree, Bachelor of Arts in Public Administration or any other Social Sciences;
    Must have undergone Police/ Military Training;
    Minimum of five (5) years relevant post qualifying work experience in a Corporate environment;
    Valid Membership to a professional body will be an added advantage; and
    Must possess Academic and Professional qualifications certified by the Zambia Qualifications Authority.

    B. MAIN DUTIES/ACCOUNTABILITIES

    Review judicial judgments, pronouncements, determination of the Tax Appeals Tribunal or such other appellate bodies advise the Authority on the effects of such decision on the operations of the Division.
    Attend to all legal drafting requests arising from the operations of the Authority ensuring efficient drafting, compliance with legal standards.
    Ensure that all contracts, leases, memorandum of understanding, service level agreements, and Agreements to which the Authority is a party are properly drafted and are to the legal standards and guidance provided by the Attorney General.
    Ensure that the Authority’s legal position is properly represented.
    Ensuring that assigned key performance indicators for the Department are achieved.
    Preparing monthly performance and other relevant management reports.

    C. MINIMUM REQUIREMENTS

    Grade Twelve School Certificate/General Certificate of Education Equivalent with five credits or better including Mathematics and English;
    Must have a degree in law
    Must be an Advocate of the High Court with a minimum of five (5) years’ experience at the Bar;
    Minimum of five (5) years relevant post-qualifying working experience in a legal department, law firm or related environment including legal practice;
    Well-versed in all legal matters and demonstrate legal professional skills with a strong analytical and research skills;

    C. MINIMUM REQUIREMENTS

    Grade Twelve (12) School Certificate or General Certificate of Education equivalent with five (5) credits including Mathematics and English;
    Bachelor’s Degree in Computer Science, Software Engineering, Data Science or a related field;
    Master’s Degree in Computer Science, Data Science, Statistics, Mathematics, Actuarial Science or related field will be an added advantage;
    Minimum two (2) years’ experience in a Data Science or Machine Learning role or one (1) year Data Science experience with at least two (2) years Software Development experience;
    Strong knowledge of Machine Learning and Data Science concepts;
    Demonstrated skills in data analytics, data processing and computer programming; and
    Must possess Academic and Professional qualifications certified by the Zambia Qualifications Authority.

  • Valuation Surveyor x2 at Zambia Revenue Authority

    In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:
    11. VALUATION SURVEYOR, SALARY GRADE ZRA05 (2 POSITIONS), LUSAKA REGION AND NORTHERN REGION, DOMESTIC TAXES FUNCTION
    A. PURPOSEReporting to the Senior Inspector – Tax Audits, the job holder will be responsible for professionally determining the value of real property to ensure that property taxes are levied fairly, accurately, and consistently.

    B. MAIN DUTIES/ACCOUNTABILITIES

    Develop annual and quarterly property value ranges for identified areas informed by the Government Valuation Roll and other market information.
    Prepare property valuation reports as required in line with international best practice and local regulatory standards.
    Maintain a database of property transactions to inform tax administration.
    Provide technical support to tax auditors as required.
    Conduct inspections of properties and produce relevant reports.
    Liaise with Ministries, Local Councils and other stakeholders to validate property documentation.
    Provide technical support to enhance property taxation.
    Perform other duties as assigned.
    Prepare regular reports to inform management decisions.
    Implement the PMDS in accordance with HR guidelines.
    Perform any other related valuation duties exigent to the role.

    C. MINIMUM REQUIREMENTS

    Grade Twelve (12) School Certificate or General Certificate of Education (GCE) equivalent with 5 Credits including Mathematics and English;
    University Degree with a bias in Real Estate, Built Environment, Land Economics, Valuation Surveying and other relevant professional and academic qualifications;
    Minimum of five (5) years’ relevant post qualifying work experience in valuation;
    Must be a member of the Zambia Institute of Valuation Surveyors; and
    Knowledge of property taxation laws is an added advantage.
