  • Project Team Leader (Climate-Informed Disease Surveillance)

    Management Sciences for Health (MSH) is a global health nonprofit that makes foundational changes to health systems to protect people from diseases and improve their health. MSH collaborates with local partners, from the Ministry to the community, to strengthen and complement existing health systems. Since 1971, MSH has worked in more than 150 countries to help ensure sustainable, resilient, and equitable access to quality health care around the globe. Management Sciences for Health (MSH) is seeking a Project Team Leader for a potential Global Fund (GF) project, which will provide one or more framework agreements (FAs) with selected suppliers to ensure the continuing strength of the Global Fund’s response against HIV, Tuberculosis and Malaria (“HTM”) with the increasing impacts of climate change and in particular Climate-Informed Early Warning Systems (CI-EWS) for disease surveillance. FAs will establish the terms and conditions under which specific TA assignments will be contracted. This position is subject to project award and funding.  Duty station is flexible to other locations in Africa. OVERALL RESPONSIBILITIESThe Team Leader (TL) is a key leadership position and is a visionary leader and subject matter expert who will drive the strategic implementation and operational excellence to deliver technical assistance in integrating climate and other relevant environmental data into existing systems to enhance early warning capacity for climate-sensitive diseases (CSDs). Additionally, the TL will be responsible for developing and institutionalizing Climate-Informed Early Warning Systems (CI-EWS) that support multi-disease surveillance and risk-based actions within national public health institutes and other governance bodies with established cross-sectoral mandates in health emergency preparedness and response. With full accountability for program success, the TL will lead a diverse team to deliver impactful results in alignment with GF goals, contractual requirements and MSH standards.  The TL has full accountability and authority for the development, execution, and monitoring of the program, including (1) vision and technical strategy; (2) project management and compliance; (3) documentation and communication; (4) client and stakeholder relationships; and (5) coordination and synergy with other relevant initiatives and collaboration with GF and host country government counterparts and partners. The TL represents the program to the GF and collaborating country governments, private sector, and global stakeholders. SPECIFIC RESPONSIBILITIES Project Results:Oversee implementation of program activities and provide high quality technical and strategic leadership, managerial oversight, and administration of the project.Serve as the primary project liaison from MSH to the donor and is accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened. Technical Strategy and Vision:Develop (update and adapt as needed) and execute technical strategy, project workplan, results framework, and performance monitoring plan as per contract/agreement requirements, MSH technical frameworks, and quality standards.Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact.Guide technical design and development of climate-integrated disease surveillance systems and predictive analytics tools.Supervise gap analyses, climate-sensitive disease prioritization, and integration of meteorological and environmental datasets.Oversee development of SOPs, risk prediction tools, dashboards, and data-sharing agreements. Project and People Management:Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).Ensure project staffing, structure and reporting relationships are aligned with project needs, local context and available resources.Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.Create an environment conducive to collaboration, learning, and performance improvement among the multidisciplinary, multinational program team.In partnership with the Director of Finance and Administration, implement an effective budget monitoring and cost control system based on sound financial and accounting principles, MSH Standard Operating Procedures, and donor requirements. Client and other Stakeholder Relationships:Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.Serve as the primary point of contact with the donor and host country government counterparts.Other duties as required.  QUALIFICATIONS A postgraduate degree in public health, climate science, climate policy, or related field is required.Minimum of 10-15+ years of experience in integrated disease surveillance and early warning systems with track record in leading and facilitating a cross-sectoral and multi-stakeholder climate-informed surveillance and early warning system in low-income and lower-middle income country contexts. 15+ years strongly preferred,Proven track record and skills in integrating relevant climate data into existing integrated, One Health, and/or collaborative surveillance and early warning systems for priority climate-sensitive diseases in low-income and lower-middle income country contexts.Technical expertise in public health, epidemiology, surveillance, digital health, or health governance. Knowledge of and experience in climate and environmental data and information systems would be an important asset.Experience with developing climate-informed early warning systems including:Demonstrated experience in working with climate and meteorological data and a strong understanding of it application in public health contexts.Strong statistical skills to build country capacity (individual and institutional) to analyze the links between climate and health, particularly in relation to climate-sensitive diseasesExperience in developing climate-integrated analytical and predictive systems that support the tracking, predicting, and timely response to priority climate-sensitive diseases outbreaksPrevious organizational experience providing targeted technical assistance on surveillance systems strengthening for climate-sensitive diseases that are tailored to LMICs including conflict and fragile country contextsAbility to build consensus amongst a wide range of views and complex personal and inter-organizational dynamics.Prior organizational experience providing global climate and/or health policy, strategy and research inputs that drive change.Demonstrated leadership and management abilities.Prior experience and success directing similar or larger international donor-funded projects in Africa.Demonstrated strategic planning and visioning skills.Familiarity with GF regulations and administrative procedures in the implementation of donor assisted projects.
