Governance and Communication
Establish and maintain strategic partnerships with relevant partners within the province
Provide pharmaceutical management support for the district
Ensure that PTCs are conducted according to policy and all standing agenda items are addressed
Assist with trends analysis and ensure feedback is provided for ADRs reported, CCMDD, SVS, Antimicrobial Stewardship (AMS) and medicine use evaluations to be presented at PTC
Participate in the District task teams and technical working groups such as CCMDD, SVS, National Adherence Strategy, Essential Medicines List committee, AMS, etc
Monthly and quarterly reporting of programme activities to both DoH and RtC
Supply chain management
Analyse the assessments conducted in facilities, identify gaps and develop intervention strategies to address the identified gaps
Develop quality improvement plans in collaboration with the facilities and the DoH District Pharmacist.
Liaise with the DoH District Pharmacist, Area Pharmacists and the District Management Teams to suggest and support interventions to improve medicine availability.
Ongoing training, mentoring and coaching to improve medicine availability and management
Promote rational use of medicines – assist the District Pharmacists with evaluating medicine usage in the district
Ensure compliance with good pharmacy practices, good dispensing practices, National Core Standards and all other regulations
Professional Development
Identify training needs for pharmacy personnel and other health care workers
Co-ordinate pharmacy related training, develop and implement differentiated training and other skills development within the district
Ensure continued professional development for all staff and build capacity for PAs to ensure optimal support for all programmes
Monitoring and Evaluation
Compiling and reporting monthly and quarterly statistics and reports form Pharmacists Assistants
Asist the district with establishing and maintaining ADR reports database and monitoring framework
Ensure the M&E framework for CCMDD is implemented
Assist with patient satisfaction survey.
Monitoring of service delivery at facility level and PuPs for CCMDD programme
Undertake operational research to monitor outcomes of programme implementation
Programme Implementation
Supervise Pharmacists Assistants in the District
Liaise with Provincial Medicines Liaison Officers (PMLOs) for effective programme coordination (SVS and CCMDD)
Ensure that SOPs are available and implemented
Monitor the reporting and completeness levels and provide strategies for improvement for SVS
Assist with second-line support for challenges that could not be resolved at facility
Monitor escalated challenges, (such as software and device related challenges, service availability or connectivity, device loss, theft or damage and device repair and/or replacement) to ensure that they are resolved within the stipulated turn-around times.
Assist with customising district formularies to improve completeness of reporting
Provide technical support for development of District CCMDD implementation plan
Identification and recruitment of pick-up points (PuPs) in consultation with districts.
Conduct PuP assessments, facilitate the registration of PuPs with the National Treasury (Central Supplier Database)
Quarterly assessments of the PuPs
Orientation & training of Pick-up points once appointed and follow up with support visits.
Provide TA for hospital pharmacy managers to ensure that pharmaceutical services are implemented effectively and efficiently
Monitor the utilisation of Rx solution and ensure that hospitals are reporting to the National Surveillance Centre
Requirements
Required Minimum Qualifications and Experience
B. Pharm degree
Registration with the SA Pharmacy Council
3 years’ experience post Community Service
Desirable Qualifications and Experience
A postgraduate qualification in Pharmacy or Public health
Working knowledge of Microsoft Office
HIVAIDS Management course
Registration as a tutor
5 years’ experience post Community
Previous public sector experience
Experience preferably within a PEPFAR funded organisation
