VACANCY CIRCULAR NO: 3 OF 2025Vacancy: Director, Strategy Planning and Research
Role Purpose
Reporting to the Registrar, the successful candidate will be responsible to lead, direct and oversee the Council’s Strategy, Planning and Research activities with the intention to translate the Botswana Teaching Professionals Council Act into teaching regulations and actionable strategies, policies, standards, plans, programmes, and initiatives aimed at facilitation of teacher professionalization.
The Council Act translated into an actionable implementation strategy, plans, programmes, and initiatives.
Availability of all Council Teaching profession strategies, frameworks, standards, regulations, and policies informed by research and statistical findings.
Up-to-date reports on monitoring and evaluation of the Council’s initiatives, plans and programmes.
Research and publications utilised to inform policy and advise the Ministry, the Council, and the teaching profession.
Timely and inclusive Council strategy dissemination.
The main duties include but are not limited to:
Strategy and Planning
Lead the translation of the Council Act into teaching regulations and actionable strategies, policies, plans, programmes, and initiatives.
Oversee the formulation, review and implementation of relevant policies, strategies, rules, regulations, systems, and procedures that are meant to facilitate the delivery of the department’s mandate.
Facilitate research and the use of statistical findings to support professional and ethical conduct, monitoring and compliance.
Policy Development
Lead the development, approval, maintenance and dissemination of teaching profession regulations, policies, and standards.
Support the Teacher Professional Services and Ethics and Standards Monitoring functions on the development of procedures and processes related to teacher registration and licensing and compliance monitoring.
Lead the development of teaching accreditation requirements in liaison with the Teacher Professional Services Function.
Research Standards and Quality Assurance
Initiate, manage, and coordinate the Council’s research activities in accordance with the Council’s priorities.
Network closely with affiliate institutions, government authorities, and other stakeholders to promote the Council’s research capabilities in teacher professionalisation.
Establish and ensure the implementation of research standards, processes, practices, and procedures which will ensure that the Council is recognised locally by both educational institutions and teachers, and internationally by institutions offering similar services.
Stakeholder engagement
Establish monitoring and evaluation policies and processes to measure the effectiveness of the Council’s strategies, policies, teaching standards across the country.
Ensure that there is effective monitoring and evaluation of the implementation of the strategic plan, the corporate plan and the annual departmental plans, and the production of periodically consolidated performance tracking reports (against targets).
Oversee preparation of reports to Management/Board and advise on actions and measures when there are significant deviations from plans.
Stakeholder engagement [Duplicate header in image]
Establish relationships and collaborate with strategic partners on best practice teaching standards, regulation, and other related institutions, e.g., BEC, BQA, HRDC.
Liaise with other related entities such as BEC, BQA, HRDC and teacher representatives in developing policies, strategies, and standards for the teaching profession.
Finance, Human Capital, Risk
Authorise departmental expenditure in accordance with financial policies and budgets.
Lead departmental recruitment, selection, performance management, learning and development, employee relations, talent development, staff welfare and succession planning.
Ensure that appropriate departmental risk management and internal controls are effectively implemented.
Qualifications and Experience
Postgraduate degree in Education, Research, Public Policy Development, Strategy Development, or related field.
A minimum of fifteen (15) years proven administrative and leadership experience in the education sector or in the field of strategy management, public policy and applied research. At least five (5) of these years should have been spent in an Executive Leadership role of a large public or private educational institution. Teaching experience will be an added advantag
