Qualification and Experience
Senior Certificate [Grade 12] plus NQF level 7 qualification in Information Technology, Computer Science, or equivalent qualification as recognised by SAQA.
A minimum of five (5) years’ experience at middle/senior managerial level.
Proven extensive experience in Information and Communications Technology (ICT).
Computer literacy including MS Outlook, Word, Excel and PowerPoint; Virtual meeting platforms literacy.
SMS Pre Entry [Nyukela] Certificate upon appointment.
A valid driver’s license, except for people with disabilities.
KEY PERFORMANCE AREAS:
Strategic ICT Leadership and Governance
Provide strategic leadership in the development, implementation and monitoring of the departmental ICT Strategy aligned to the DPSA Corporate Governance of ICT Policy Framework (CGICTPF) and national digital government priorities.
Ensure compliance with ICT governance frameworks, ICT standards, ICT policies, and relevant legislative requirements (PFMA, Treasury Regulations, POPIA, MISS, etc.).
Oversee ICT planning, ICT risk management, ICT audits, and governance reporting.
ICT Infrastructure, Systems and Service Management
Manage the design, implementation, maintenance, and optimisation of ICT infrastructure, networks, applications, databases and digital platforms.
Ensure availability, reliability, security and performance of the department’s ICT systems.
Oversee ICT service delivery, ICT operations, ICT helpdesk, and ICT service level agreements in line with ITIL best practices.
Cybersecurity, Information Security and Data Management
Implement and monitor cybersecurity measures in accordance with national cybersecurity standards.
Ensure ICT security governance, including information security policies, access controls, threat monitoring and incident response.
Oversee data governance, records management systems, information management practices, POPIA compliance and secure handling of sensitive information.
Digital Transformation and Innovation
Lead digital transformation initiatives to modernise departmental operations and improve public service efficiency.
Champion innovation in e-government services, automation, cloud adoption, business process optimisation and digital platforms.
Identify and implement innovative technologies that support service delivery improvement.
ICT Programme, Project and Contract Management
Oversee the planning, execution and monitoring of ICT programmes and projects to ensure delivery within scope, budget and timelines.
Provide oversight on ICT procurement, contract management and vendor performance.
Ensure that ICT investments are cost-effective, sustainable and aligned with strategic priorities.
Financial Management and Resource Allocation
Manage the ICT budget, ensuring effective financial planning, expenditure control and compliance with PFMA principles.
Oversee resource allocation, cost optimisation, and financial reporting for all ICT activities.
Ensure value for money in ICT acquisitions and operational expenses.
Human Resources and Capacity Development
Provide leadership and management of ICT staff through performance management, skills development and professional empowerment.
Build ICT capability through reskilling, mentoring, and capacity-building initiatives aligned to digital skills frameworks.
Ensure a conducive, high-performance culture within the ICT unit.
Stakeholder Management and Collaboration
Engage internal and external stakeholders, including DPSA, SITA, National Treasury, AGSA, SOCs and other government departments on ICT matters.
Foster partnerships to support interoperability, integration and alignment with the national digital ecosystem.
Represent the department in ICT governance structures, forums and intergovernmental committees.
